Duties
The incumbent has comprehensive responsibility for Post’s financial management operations, including overseeing disbursement and allotment accounting, vouchering, managing and preparing post budgets and reports for serviced ICASS agencies. S/he advises Mission members on financial regulations, post operating procedures and budgets. And serves as the institutional memory of the Embassy on fiscal matters. S/he supervises the day-to-day running of the office, setting priorities, dealing with issues and conflicts, ensures system data integrity, suggests and acts on resolutions to section and Embassy-wide issues. She/he is a LE Alternate Certifying Officer with authority up to $10,000. She/he is responsible for ensuring internal controls are sufficiently implemented and monitored to pass OIG inspections and must proactively look for deficiencies and lead both internally diagnosed and externally mandated process change.
Qualifications and Evaluations
Requirements:
EXPERIENCE: Five years of progressively responsible experience in accounting, budgeting, finance and management in a large organization is required. Two years of supervisory experience is required.
JOB KNOWLEDGE: S/he must be highly computer literate with a solid command of MS Office and accounting systems. Sharp sense of customer service and interpersonal skills (s/he will be required to maintain contacts and good rapport with mid-to high level vendors, bank officials, and agency heads). Ability to work well under pressure and exercise a considerable amount of judgment to provide guidance and problem solve routine financial matters. Effective organizational and mentoring skills.
Education Requirements:
Bachelor’s degree in finance, accounting, mathematics or business management is required.
Evaluations:
LANGUAGE: Fluent; written/spoken, including ability to translate.
SKILLS AND ABILITIES Advanced experience in identifying relevant analytical problems, determining appropriate methods and solving unique and complex issues/problems. Experience in identifying accounting issues and performing relevant accounting guidance research. Strong communication skills, including ability to communicate complex accounting concepts to non-accountants. Ability to build relationships with executive management, internal, and external stakeholders. Advanced experience in managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Lusaka may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
