JOB DETAILS:
JOB SUMMARY:
The GIS and Data Management Consultant for the USAID-funded Integrated Land and Resource Governance (ILRG) II project, implemented by Tetra Tech ARD, will provides GIS and database systems support to project activities focused on biodiversity and conservation, Land Use Planning, and customary land administration.
RESPONSIBILITIES AND TASKS:
The GIS and Data Management Consultant will support the use of geospatial tools, data integration and management tools to build the capacity of partners and stakeholders to improve land and natural resource management in Zambia. Responsibilities shall include, but are not limited to:
Land Use Planning (LUP):
• Provide technical support around data collection, management and use for LUP activities to prevent encroachment and promote sustainable land use.
• Manage spatial and non-spatial data collection, integration and sharing with broad set of stakeholders.
• Develop land use planning maps that include field collected data, as well as analysis of remotely sensed information.
• Build partner capacity in data collection, digitization, and analysis.
Customary Land Administration:
• Support the enhancement and rollout of the Zambia Customary Land Administration System (ZCLAS).
• Administer the ZCLAS database and webportal.
• Ensure accurate data collection, migration, and management in ZCLAS.
• In partnership with the ILRG II Land Use Planning Specialist, provide capacity building and technical support on ZCLAS to government agencies, NGOs, and Chiefdoms.
Monitoring, Evaluation, & Learning (MEL):
• Design and launch data collection forms associated with rural data collection and the ILRG II MEL data system, based on discussion with ILRG II team.
• Export data and MEL progress as requested including spatial data.
• Collaborate with the ILRG II MERL Manager to implement MEL systems for tracking progress on land and resource management initiatives.
• Support national-level coordination and learning on data and technology issues related to land and natural resource management.
QUALIFICATIONS:
EDUCATION:
• Bachelor’s degree (or equivalent skills and experience) in IT, GIS, Data Science, or a related field.
WORK EXPERIENCE:
• At least 5 years of professional experience in GIS, database management, or data analysis, particularly in land governance, natural resource management, or related fields.
• Demonstrated experience in managing data systems for land use planning, customary land rights, and/or wildlife conservation.
• Proven experience in capacity-building, including training on data collection and management for government, NGOs, or community-based organizations.
• Experience working with USAID-funded projects or international development initiatives is highly desirable.
SKILLS:
• Excellent communication and facilitation skills required.
• Well organized, and skilled in using Cloud-based webtools required
• Proficiency in GIS software (e.g., ArcGIS, QGIS) and spatial data tools (including digitization and GIS analysis) required.
• Strong skills in geospatial data collection, digitization, and analysis required.
• Experience using Open Data Kit and management of datasets in Survey123, ODK Collect, SurveyCTO and other platforms required.
• Database management experience and SQL proficiency required. Familiarity with Amazon Web Services (AWS) preferred.
• Familiarity with customary land administration systems like ZCLAS, or similar platforms preferred.
• Familiarity with land governance issues in Zambia, particularly around land use planning, customary land rights, women’s land rights, and wildlife conservation preferred.
• Understanding of gender-sensitive approaches in land and resource management preferred.
