The overall objective of this consultancy is to provide coordination support to the “The Gender Equality and Women’s Participation” (GEWP) Initiative. The Consultant will be placed in the Resident Coordination Office (RCO) in Zambia on a daily basis, full time, during official office hours.

Duties and Responsibilities
Organizational Setting and Reporting
The UN Resident Coordinator’s Office (UN RCO) supports the Resident Coordinator in delivering on his/her roles and functions. The UN RCO in Zambia provides inter-agency coordination support to the UN Country Team and its various sub-groups. The support includes leadership and coordination in strategic planning, programme and operations management, policy guidance, as well as knowledge management, advocacy and communications, all seeking to enhance UN coherence and improve overall programme impact to better achieve results.

The United Nations Country Team (UNCT) in Zambia is in a crucial moment of starting its new United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, which will guide the partnership between the Government of the Republic of Zambia and the United Nations System in Zambia for the next 05 years and start implementation in January 2023. The UNSDCF 2023-2027 in fully aligned with the Zambia’s 8th National Development Plan (8NDP) and the Agenda 2030 to support the country achieving the SDGs.
With financial support of the Irish Embassy, the UN Gender Theme Group with overall guidance from the UN Resident Coordinator Office will be implementing a project entitled “The Gender Equality and Women’s Participation” Initiative. The project is centered on the need to enhance existing strategies for coordination of key actors in Government, the UN, Development Partners and Civil Society Organizations (CSOs) and programmes towards a more integrated and strategic approach to enhance gender inclusion and participation in all sectors informed by empirical data and emerging megatrends at country level. The project will focus on support to the Government Gender Division to enhance existing coordination efforts of all relevant ministries, departments and key stakeholders working on addressing gender inequalities in the country; and support UN provision of technical advisory expertise to collaboratively identify gaps in existing coordination.
The Gender Expert to be recruited under this consultancy will provide overall coordination support to the implementation of the above-mentioned project, as well as provide strategic technical advisory expertise to the UN Resident Coordination Office and the Gender Theme Group in coordinating support to the Gender Division, CSOs and Development Partners collaborating on this project.
Specifically, the Gender Expert Project Coordinator will provide strategic technical advisory support to:
• The UN RCO and the UN Gender Theme Group for increased capacities in research, analysis, program formulation, implementation and monitoring, coordination, program development, implementation, monitoring and reporting in line with international, regional and national legal norms and standards;
• The UN technical advisory support to the Government for enhanced capacities and coordination in leading the country to address gender inequalities, women, peace, security agenda in the country in line with international and regional obligations of the Government;
• Partnership Building across key actors in Government, the UN, Development Partners and CSOs for coordinated approaches to upscaling gender inequality and inclusion initiatives and women, peace and security agenda in the country;
• Provide overall coordination to the “The Gender Equality and Women’s Participation” (GEWP) Initiative and ensure its full implementation, according to the project document, its results matrix and the agreed timelines.
The Gender Expert Project Coordinator will be under the direct supervision of the UN RCO Team Leader and will undertake the following specific duties and responsibilities.

Duties and Responsibilities
1. The Gender Expert Project Coordinator will be responsible for providing strategic technical advice to the Resident Coordinator and the GTG members, to strengthen coordination for UN integrated approach in addressing gender equality and women’s participation in Zambia.
2. Support key coordination mechanisms on Gender Equality and Women’s Participation, in particular:
o Under the leadership of the Gender Theme Group Chair, act as an enabler of UN national gender equality, women inclusion and participation as guided by international norms and standards;
o Advise in the ongoing gender responsive support by the UN to the Government and key partners including Development Partners and CSOs;;
o Strengthening the Gender Division coordination role through a reinforced multi-stakeholder mechanism;;
o Under the leadership of the Gender Theme Group Chair, support the coordination of gender equality, women’s participation, and GBV prevention activities of the UN system in close consultation with the UN gender programme coordinators, gender specialists, and gender analysts;
o Act as resource person in capacity building, knowledge sharing events and other relevant activities on gender equality and women’s participation in the UN System;
o Ensure knowledge sharing, documentation, and dissemination of good practices on gender equality and women’s participation in the UN system.
3. Support strategic advice efforts to the Gender Division, Civil Society Organizations (CSOs) and other relevant stakeholders in promoting women’s rights and gender equality in the country, including by:
o Identify gaps, bottlenecks, and challenges in the gender interventions in Zambia by working closely with the Gender Theme Group to conduct research for provision of analyzed, disaggregated primary and secondary data;
o In coordination with the UN Gender Theme Group, provide technical support to the Gender Division to develop and implement a context-based National Action Plan (NAP) for implementation of UN Security Council Resolution 1325;
o In coordination with the UN Gender Theme Group, support the Gender Division to comply with international commitments in the framework of the Convention on the Elimination of All Forms of Discrimination (CEDAW), including reviewing the status of previous recommendations and drafting of the national periodic report;
o Under the leadership of the Gender Theme Group Chair, coordinate the effective implementation and roll out of the African Women Leadership Network (AWLN) Zambian Chapter..
4. Representation and Partnership Building
o Participate on gender equality and women’s participation conferences and meetings; ;
o Maintain active relationship/partnerships with National Government Counterparts, UN system, international community, inter-government and non-governmental organizations, institutes, and academia on women’s issue, as needed to enhance the implementation of the “The Gender Equality and Women’s Participation” Initiative;
o Develop strategy, advise, and support the Gender Theme Group in forging strategic partnerships at the national and sub-national level to promote gender equality, women’s advancement and women’s representation;

Qualifications/special skills
Advanced university degree (Master’s degree or equivalent degree) in gender, social sciences, development studies, international development or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

At least five (5) years of progressive and relevant professional work experience in the field of gender and development is required.
Experience in working on gender and development in the Southern Africa context, previous experience in the Zambian context would be an added advantage;
Experience at the national or international level in managing complex and multi-agency programme interventions with partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership is desirable
Experience performing advisory functions in the area of gender and development is desirable;
Experience in project/programme coordination is desirable
Relevant experience in supporting the development of National Action Plans (NAPs) on UNSCR 1325 would be an added asset;
Strong familiarity with UN inter-agency coordination would be an asset;
Demonstrated capacity for strategic thinking and providing policy advice are essential.
