The EMBRACE Programme:


EMBRACE (Enhancing Maternal, Newborn, and Child Health through Revitalized Health Services and Community Engagement) is a four-year program designed to improve the maternal, newborn and child health (MNCH) of vulnerable women, girls, and boys in Cambodia, the Philippines, Rwanda, and Myanmar. The program is funded by the Government of Canada and is being implemented through a consortium led by ADRA Canada in partnership Youth Challenge International (YCI) and the Sick Kids Centre for Community Mental Health (formerly Hincks-Dellcrest Centre)


Position Details:
The EMBRACE project is seeking a results-oriented Gender Equality (GE) Specialist to ensure effective implementation of gender transformative programming, donor compliance, and evidence-based reporting. In consultation with the GE specialist at ADRA Canada, the Gender Equality Specialistwill specifically support ADRA Rwanda in mainstreaming gender into EMBRACE project activities to achieve gender equality in intervention communities. The Gender Specialist will be placed in the EMBRACE project office in Rwanda and will be working and living in the field for the duration of their placement. The Gender Specialist will report to the Project Manager in Rwanda and will be supported by the GE Specialist in Canada.


Key Responsibilities:

  • Conduct an evaluation of the EMBRACE Rwanda Project's gender mainstreaming approach;
  • Based on the finding of the evaluation, provide recommendations to enhance the gender equality strategy;
  • Provide technical support and build the capacity of project staff in relation to the findings of the evaluation;
  • Support the GE focal person in the process of implementing, monitoring and reporting on the GE strategy;
  • Assess construction plans (health facilities/birthing rooms/waiting rooms) for accessibility for people with disabilities and inclusivity to encourage male inclusion in MNCH and thereby fostering ongoing participation;
  • Support project staff in implementing gender-sensitive facilitation skills training for trainers, as well as tools to emphasize the importance of generating a genuine dialogue/discussion on GE issues related to specific training topics;
  • Review project documents such as training modules, etc. and provide GE technical inputs to ensure mainstreaming;
  • Review project Annual Report and ensure full compliance with GAC reporting requirements for cross-cutting themes;
  • Support the development of analysis tool/methodology for monitoring data and other information to capture progress on GE outcomes, indicators, and targets;
  • Participate in monthly gender check-in meetings with GE specialist from ADRA Canada
  • Participate in quarterly GE sub-committee meetings;
  • Any other GE related duties as designated by the EMBRACE Project Manager.

Desirable Academic Qualifications

  • An undergraduate or Master’s degree in Gender and Development/ Women’s Studies/ International Development and/or related field;
  • Certification or studies in rural development, community development, social work, and/or maternal and newborn child health.

Essential Professional Background/Competencies

  • 3-5 years of related work or volunteer experience in development projects with strong gender mainstreaming/women’s rights focus;
  • Knowledge and understanding of the Gender Equality context of Rwanda
  • Demonstrated knowledge of Results-Based Management and Reporting;
  • Familiarity in donor (e.g. Global Affairs Canada) compliance requirements and rights-based programming;
  • Demonstrated ability to review, synthesize and analyze information/data with a gender lens and produce quality reports;
  • Demonstrated experience using participatory methodologies;
  • Proven ability in establishing priorities in a time-sensitive environment, and meet deadlines with strong attention to detail;
  • Exceptional oral and written communication skills in English;
  • Excellent computer skills using Microsoft Office (Word, Excel, and PowerPoint), and internet use;
  • Exceptional skills in building productive working relationships with team colleagues, field offices, and other partners;
  • Ability to travel to Rwanda
  • Ability and willingness to work in rural areas and new cultural and professional settings;
  • A passion for social justice and community service delivery;
  • Highly flexible and adaptable to a challenging and high-pressure working environment and unpredictable workload;

Desirable Professional Background/Competencies

  • Experience conducting gender analysis, mainstreaming gender equality in programming, monitoring Gender Equality Results, and writing reports;
  • Knowledge of community development through a gender lens;
  • Experience living, working or volunteering abroad
