Gender and Social Inclusion Specialist
The United States of America, acting through the Millennium Challenge Corporation (MCC) and The Republic of Zambia acting through its Government (The “Government”) entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Zambia on 10th May, 2012 (The “Compact”) in the amount of Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred and Forty United States Dollars (USS 354,757,640) (“MCC Funding. The Millennium Challenge Account Zambia Limited (“MCA-Zambia”) was designated as the accountable entity for purposes of implementation of the Lusaka Water Supply Sanitation and Drainage Project. The Compact expired on 15th November 2018 (“Compact End Date”). The Government, in accordance with its obligations under the Compact, designated Millennium Project Completion Agency Zambia Limited (MPCA Zambia), a subsidiary of MCA-Zambia, as an additional accountable entity for purposes of implementation of any activities that would be incomplete by the Compact End Date, such activities to be funded by the Government (“Government Funding”) and together with MCC Funding”, “Compact Funding” In December 2021, the Millennium Challenge Corporation (MCC) selected Zambia as eligible to develop a second Millennium Challenge Compact (the Compact”), five-year grant programme. Based on this eligibility, in February 2022, the Government of the Republic of Zambia (GRZ) designated MPCA-Zambia as the entity to spearhead the development of Compact II and related activities, working closely with MCC and all other stakeholders. The activities include conducting diagnosis of the constraints to economic growth and poverty reduction, prepare concept notes, develop proposals and plan for project implementation MPCA-Zambia now invites suitably qualified individuals to apply for the following positions;
Gender And Social Inclusion Specialist
Reports to: National Coordinator
Job Purpose
To ensure that gender and social inclusion issues are integrated into the development, design, and assessment of potential projects, including, clearly explaining how the projects address key challenges that women and other disadvantaged groups face and what impacts the projects would have on women and other disadvantaged groups, by leading efforts to identify and explain potential impacts, as well as develop projects in ways that maximize the potential for such groups to participate in and benefit from project activities that reflect Millennium Challenge Corporation’s Gender Policy.
Key Responsibilities
• Identifies and assesses the impact of legal, institutional, social and cultural barriers that limit economic participation or impede poverty reduction among the poor, youth, disadvantaged social groups and women.
• Assists the National Coordinator and other members of the Compact Development Team in identifying potential projects that address constraints to economic growth and poverty reduction, to ensure that opportunities to reduce barriers and expand the participation of the poor, disadvantaged social groups and women in economic development are taken into account.
• Provides input into the analysis of policy and institutional issues and the explanation of the poverty and social inclusion context.
• Ensures integration of social and gender issues into Terms of Reference (TORs) for further studies, including sectoral gender assessments, feasibility and design studies, environmental and social impact assessments, and others as needed, to ensure that all relevant social/gender issues are identified, and that there is adequate planning, budget, expertise, and staff resources for social and gender analytical work and implementation and management planning.
• Work with the environmental and social performance (ESP) staff of the Compact Development Team (CDT) and MCC to ensure the quality of social and gender dimensions of Climate Change, Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPS), Resettlement Action Plans (RAPs), and the application of the gender dimensions of International Finance Corporation (IFC) performance standards that include resettlement, health and safety. HIV/AIDS, child labor, Sexual Exploitation, and Abuse (SEA) issues.
• Leads fulfillment of the Counter Trafficking in Persons (C-TIP) policy (2021), which may include, but is not limited to, literature reviews, key informant interviews, actor mapping, project risks assessments, C-TIP mitigation plans, and budgets for the implementation of arisk mitigation framework.
• Contributes to the identification of relevant stakeholders and the development of plans for public consultations and stakeholder engagement, and then leads the organization, management and implementation of outreach to experts and organizations that represent the interests of the poor, youth, disadvantaged social groups and women, including organizations representing women’s businesses. Contributes to the program logic and collaborates with the Monitoring and Evaluation (M&E) specialists to ensure that indicators and data are properly disaggregated for age, gender and other relevant social factors so that the participation of and benefits to women and other vulnerable groups can be tracked.
• Participates in the selection of technical evaluation panels, the evaluation of bids and proposals, selection of contractors, and review of interim and final reports, to ensure that social and gender issues are adequately incorporated at all stages.
• Provides input into the work performed by other sectoral leads.
• Supports the work of consultants, engineering and other firms that will be engaged in support of compact development and facilitate in-country interactions with key constituencies working on gender and social inclusion issues, as needed.
• Ensures that all requirements of the MCC Gender Integration Milestones and the Operational Procedures for Compact Development are met throughout the compact development process.
• Performs any other relevant duties that may be assigned by Supervisor
Required Qualifications and Experience
• Grade 12 School Certificate with a minimum of five (5) ‘O’levels (creditor better);
• Masters Degree or above in a social science such as Anthropology, Sociology, Economics, Public Policy, Gender Studies or Community Development, which includes gender issues;
• Ten (10) or more years of experience working on social, poverty and sender issues in the international development context in Zambia, including the design and/or due diligence of projects
• Detailed knowledge of policies, laws and regulations that relate to social inclusion and gender equality in Zambia, with a particular focus on the policy and institutional environment, including issues related to the legal status of women or other disadvantaged groups;
• Detailed knowledge of the sociocultural context of communities in Zambia, and the nature of social and gender inequalities across the country;
• A track record of collaboration and familiarity with key non-governmental organizations (NGOs), government agencies, donors and other organizations dedicated to the concerns of the poor, youth, disadvantaged social groups or women in Zambia. Prior experience working for these organizations is an advantage; Demonstrated experience with integrating social and gender concerns into large-scale economic development, and poverty reduction projects. Experience with integrating social and gender concerns in infrastructure projects (power, transport, water and sanitation, ICT) is an added advantage;
• Experience managing and implementing complex social quantitative and qualitative research activities, including social and gender assessments;
• Experience in working on interdisciplinary teams and interacting constructively with technical experts, government officials, and civil society, including NGOs, Community Based Organisations (CBOs), and people that could be affected by proposed projects.
• Excellent written and verbal communication skills in English
