JOB DETAILS:
Program analytics and quantification
• Designing and implementing relevant program analytics activities, supporting analysis, sharing, and application of data informing programs
• Lead processes for compiling any condom programming good practices, abstracts and other documentation for sharing

Supply & Demand Initiatives

• Last mile distribution: supporting design and implementation of strategies to optimize the role of free condoms, condoms at a cost and lubricants and ensuring condoms are available ‘when and where’ priority populations needs them
• Demand: supporting design and implementation of evidence driven, user focused demand creation strategy and activities in line with strategy
• Other: Undertaking any other tasks as may be assigned by the country office management team

Duration and working schedule: The consultancy will be for 6 months and will be carried out over the period starting July 2023 to December 2023
Place where services are to be delivered:

• The assignment will be Lusaka-based, with travel to selected districts as may be necessary and in compliance with the evolving COVID-19 guidelines
• Delivery dates and how work will be delivered (eg electronic, hard copy etc)
• Meeting minutes for coordination meetings attended
• Monthly condom programme updates shared at national and regional levels
• 2023 programmatic country report (to be submitted via UNFPA Regional Office)
• Monthly performance reports on the innovation challenge and evaluation report
• Good practice documentation and sharing
• Establishment of private sector partnerships including identifying potential partners
• National program documentation includes country-specific indicators and collection methodology/plan developed for measuring exposure to demand creation activities and access to condoms
• Steady progress against programmatic monitoring indicators in the Results Framework
• Facilitated completion of and support provided to the end-term country assessment of condom program stewardship capacity
• Monitoring and progress control, including reporting requirement, format and deadline.
• The consultant will be provided with the necessary administrative and logistical support to enable him/her deliver on the expected outputs.
• Regular check-in calls and meetings will be held with designated UNFPA and UNAIDS staff to ensure timely completion of the deliverables during the period of the consultancy.
• UNFPA will apply performance-based principles to the management of the evaluation contract, in which case the contract sum will be paid in monthly installments upon certification of work done by the supervising officer within the UNFPA Zambia Country.

Supervisory arrangements
• Under the oversight of the UNFPA Country Representative, and Deputy Representative, the consultant will receive day to day programme oversight by the UNFPA Zambia and ESARO notably the ASRH/Y Programme Specialist and the SRH/HIV Technical Specialist respectively.

Expected travels
• While the assignment will be Lusaka-based, travel to programme districts may take place within the framework of the COVID-19 public health guidelines and restrictions

Required expertise, qualifications and competence, including language requirements:
• Master’s degree in public health, epidemiology, behavioral and social sciences or in a related field.

Knowledge and Experience:
• At least five years’ experience planning, implementing and managing projects or programmes, at national level;
• Demonstrated knowledge and experience in planning, implementing and coordinating HIV prevention programmes desirable (including in relation to condom programming or programming around supply, demand and management of other health products);
• Demonstrated knowledge and experience in results-based management desirable;
• Good skills in quantitative analysis of programme and financial data and their interpretation;
• Good written and oral communication skills;
• Computer literacy (with emphasis on databases development and management);
• Good organisational, analytical or interpersonal skills;
• Advanced working knowledge of English;
• Tact, discretion and diplomacy

Identifies new approaches that are replicable, generalizable and promotes their use in other situations.

Uses analytical skills to identify opportunities for project development and participates in formulation of proposals ensuring substantive rigor in the design and application of proven successful approaches.

• Resource mobilization – Provides inputs to resource mobilization and partnerships strategies analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors
