Job Description The State University of New York/Center for International Development is seeking a Chief of Party for the USAID-funded District Governance program planned to be released in FY 2020. Successful candidates will have demonstrated expertise managing donor-funded projects and technical expertise in local governance, decentralization, rural development and government service delivery. .

Qualifications:
• University degree in public administration, political science, law, government, international development, or similar field is required. Advanced degree preferred.
• Experience in the field of governance specifically related to local governance and service delivery.
• Prior work experience in developing countries on donor-funded projects, with a preference for experience working in the Eastern or Southern Africa region.
• Significant experience in one of the following areas, either at the national or sub-national level:
• Local Governance, Decentralization and/or Devolution
• Rural Development
• Public Sector Transparency, Accountability, and Oversight
• Public financial management, planning, and budgeting
• Inclusive Public Participation
• Civil Society Strengthening/Citizen Engagement
• Monitoring, Evaluation, Reporting, Learning, and Adaptation (MERLA)
