HPR/Social Determinants Officer
Objectives of the programme

Strengthen institutional capacity to develop Health Promotion policies and implement appropriate programmes; Strengthen Health Promotion operational research quantitatively and qualitatively, documentation of experiences and best practices, and dissemination of results ; Advocacy for implementation of health promotion interventions in health and related sectors, as well as working across sectors to address underlying factors impacting the population’s health e.g. applying Health in all policies, intersectoral action strategy, health literacy interventions; Strengthen partnerships between health and development partners, and other sectors to promote healthy settings and particularly healthy cities, healthy schools, healthy communities etc. Engage with multisectoral partners to support development of or implementation of the country strategic actions for health promotion, prevention of diseases and respond to emergencies and public health issues; Promote partnerships and national networks for innovative actions for health promotion embracing stakeholders and non-state actors to reduce/control NCD risk factors; To increase the capacity of Member States to use Health Promotion (HP) strategies to address the broad determinants of health and assist communities gain control over, and improve their health through integrated action; To contribute to the reduction of mortality and morbidity by strengthening the national capacity in planning, implementation, monitoring and evaluation of nutrition interventions to improve the health and nutritional status; Support the national capacity to integrate and mainstream Gender, Equity and Rights (GER) into health to ensure equitable healthcare, close coverage gaps, enhance participation to guarantee no-one is left behind; The incumbent shall work as a team member in planning executing their responsibilities.

Description of Duties
Provide guidance on review/development of national policies, programs and structures for health promotion and nutrition; Coordinate actions aimed at addressing the broad determinants of health that influence health and well-being, including water and sanitation as well as environmental health in light of sustainable development; Support priority health programs to strengthen community engagement, social mobilization, communication for behavioral change and support multi sectoral actions to address health inequities; Provide technical support on application of methods such as health literacy, behavior change communication, health education, social mobilization and advocacy in health programs; Increase individual, community and societal participation in health action through empowerment; Provide technical support for the development of guidelines to promote use of community-based approaches, affordable strategies and technologies for the delivery of quality care services particularly primary and secondary prevention, integrating health promotion in chronic illness management; Provide technical support on application of methods such as behavior change communication, health education, social mobilization and advocacy in health programs; Support the national capacity to integrate and mainstream Gender, Equity and Rights (GER) into health to ensure equitable healthcare and close coverage gaps; Perform other activities assigned by the WHO representative

Required Qualifications
Education

Essential: University degree in Health Promotion or basic degree in health- related field, a health development subject area such as health education, health communication, medical sociology/anthropology, education, population studies or public health field with good knowledge of health promotion theory and practice or epidemiology training.
Desirable: Knowledge of or qualification in health or health related discipline, ability to write well, implementation of multi sectorial interventions, policy development skills.

Experience
Essential: At least 5 years of experience in public health and program management of disease control, working with national /international organizations that deal with health promotion, public health or development.
Desirable: Experience in planning, implementing, monitoring/evaluation of main control programs disease and experience working with the United Nations or International Non-Governmental Organizations.

Skills
Effective communication and ability to use/initiate evidence-based Health Promotion interventions;- Demonstrate leadership skills, collaboration, innovative, analytical and problem-solving skills; – Excellent understanding of participatory learning and development, strategic data and information, including design of research studies.- Technical expertise in public health; Ability to work effectively with colleagues at sub national, national and international level;- Statistical, monitoring and evaluation skills;

Desirable
Remuneration comprises an annual base salary starting at ZMW 932,249 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
