Background
The Common Market for Eastern and Southern Africa (COMESA) is a Regional Economic Community comprised of 21 Member States, including Burundi, Comoros, The Democratic Republic of Congo (DRC), Djibouti, Egypt, Eritrea, Kingdom of Eswatini, Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Somalia, Sudan, Tunisia, Uganda, Zambia, and Zimbabwe.
The operations of COMESA are coordinated through its Secretariat, which is hosted by the Government of the Republic of Zambia in Lusaka, Zambia. The Secretariat is led by the COMESA Secretary General, who is supported by two Assistant Secretaries General, one for Programmes and the other for Administration and Finance.
The Human Resources function produces document such as a call for applications, the application form, shortlisting report, interview and evaluation report, vetting forms, letter of offer, contracts, certificate of service and notice of separation for different categories of staff that are used regularly. Currently, COMESA does have documents that are being used. However, these documents need to be standardised to guarantee that the format and content are consistent. The consultant will therefore also be expected to review various documents that are used in the Procurement function. These documents include but are not limited to the following: various contract, Request for Proposals (RFP), Request for Quotation (RFQ), Expression of Interest, Evaluation Reports, Terms of Reference (TORs), notification of Awards, Regret Letter, Conflict of Interest, Local Purchase Order (LPO), Works Completion Certificate.
The objective of the assignment is to recruit a consultant to develop and operationalise standard templates to be used in the Human Resources and Procurement functions within the Division of Human Resources and Administration of COMESA through the USAID/Kenya and East Africa Regional Intergovernmental Organization System Strengthening Activity (RIGO SSA), implemented by Kaizen, A Tetra Tech Company.
Consultant Scope of Work
The Standard Templates developed during this assignment will be used by COMESA for its functions at the Secretariat in Lusaka. However, individual specialised institutions of COMESA may also use them if they customise them to meet their specific requirements.
It is estimated that there are currently 15-20 or more types of documents that will require a review and development as standard templates for the Human Resources function. These documents are currently being used but require detailed review to ensure standardisation and consistency.
For the Procurement function, there are approximately 20-25 or more types of documents to be reviewed and developed as Standard templates. Although the Procurement function has begun to review the different types of document templates, it is expected that the consultant will build on the work already done to ensure that the final templates meet the required standards.
Deliverables
The Consultant shall be required to deliver the following promptly:
1. Inception report
2. Human Resources Standard templates
3. Procurement standard templates
4. Training report
5. Project Closure report
Timing/Level of Effort
The assignment is expected to take 60 working days spread over 3 months.
Location
The Consultant will work primarily from their country of residence, but may be required for onsite meetings at the COMESA headquarters in Zambia throughout the duration of the contract. Therefore, applicants in the East Africa region are encouraged to apply.
Qualifications
• A Bachelor’s degree and/or professional qualifications in Human Resources or Procurement;
• Knowledge of Human Resources and Procurement systems and practices;
Experience:
• Management of HR and Procurement systems;
• Development and preparation of contracts;
• Prior experience with Regional Intergovernmental Organisations such as COMESA; and
• Report writing and good presentation skills
