MASS is looking to expand our impact in the built environment. After more than 10 years of professional practice in design, supervision, and construction management, MASS is launching a construction arm. MASS seeks to leverage the investment of our partners to fully realize the impact of construction and infrastructure development for the benefit of the client, rather than the contractor’s profit.
MASS is seeking a Health, Safety and Environment (HSE) Officer to assist with the development of the MASS construction arm and to support construction teams in achieving successful outcomes for our clients by ensuring that the highest health, safety and environmental standards are achieved on our construction sites, and by sharing knowledge across projects.The successful candidate will take the lead in developing, implementing and monitoring systems to improve the health and safety of our workforce, as well as driving continuous improvements in environmental management on our sites.

Responsibilities:
Lead the development of HSE policies and programs, and drive their implementation on site
Ensure that all activities, policies and procedures are in accordance with relevant Rwandan legislation and with international best practice; and provide leadership in working towards exceeding these standards in all areas
Advise and instruct on various construction safety-related topics (Work at height, hazardous chemicals, noise levels, use of machinery etc.)
Conduct risk assessments and develop safe working procedures for all construction operations
Initiate and organize HSE training of MASS employees and CA teams
Carry out site inspections to identify issues of non-conformity (e.g. not using protective equipment, poor housekeeping,..) and opportunities for improvement
Oversee site operations as required to ensure safe working procedures are followed and adequate
Develop and deliver site inductions, tool box talks and other workforce training sessions
Develop a system for recording accidents, incidents, near misses and unsafe conditions on our construction sites, and ensure that all cases are recorded and communicated to management
Lead the investigation into any accident or incident to determine root causes; identify and implement measures to prevent a recurrence
Handle workers’ compensation claims
Prepare reports on occurrences and provide qualitative and quantitative information to management
Lead a culture of continuous improvement in health, safety and environmental protection, through ongoing review and analysis of site practices
Competencies:
Experience in a leadership role on construction projects, preferably in a low-technology context (e.g. Construction Manager, Site Engineer, HSE Officer or similar role)
Ability to read and analyze construction documents (drawings, specifications and contract documents)
Ability to risk assess construction tasks and to produce safe working procedures and method statements.
Ability to produce environmental management procedures and lead their implementation on site
Experience in managing a diverse workforce including fore(wo)men, site laborers, mason helpers and other site attendants
In depth knowledge of relevant Rwandan legislation and procedures (e.g. Labor Law, RSB, Rwanda Building Code, RPPA)
In depth understanding of significant HSE risks encountered on construction sites; ability to critique the standard solution and adopt innovative measures to improve standards
Experience in training others in matters related to HSE
Experience in writing reports and policies for HSE
Familiarity with conducting data analysis and reporting statistics
Proficient in MS Office; Working knowledge of safety management information systems is a plus
Outstanding organizational skills
Diligent with great attention to detail
Excellent communication and coordination skills with the ability to present and explain HSE topics to a range of audiences
Current qualification in health and safety, preferably in a construction field
Genuine passion for improving site safety and environmental management

Qualifications:
Minimum education level: Bachelor’s degree in a construction or HSE related discipline
Proven experience as safety officer; minimum two (2) years of experience in construction and/or site safety management
Membership of a relevant professional institution, e.g. Institution of Engineers Rwanda, Institution of Civil Engineers or a relevant HSE body
Fluent in English
Working knowledge of Kinyarwanda and/or French language skills are a plus
Passionate about increased safety management in construction
Ability to prepare digital presentation for training and reporting is a plus
Experience using AutoCAD/Revit in industry
