Overview
Jhpiego seeks a Health Information Systems (HIS) Advisor to provide technical leadership and project oversight for an upcoming CDC opportunity, “Strengthening Capacity within the Zambian Ministry of Health for Health Information Systems Sustainability in Support of a Data Driven National HIV/AIDS Response under the President’s Emergency Plan for AIDS Relief (PEPFAR)”. The project aims to continue supporting Zambia’s national health information systems (HIS) to digitize health interactions for people living with HIV/AIDS (PLHIV), and facilitate improved quality of care and health outcomes, focusing on facilitating skills transfer to the Ministry of Health (MOH), and local institutions, as a last-mile step towards the sustainability of implementation beyond epidemic control. The HIS Advisor will provide technical direction and oversight – at national, provincial, and district levels. The project will operate over a five-year period. The position will operate under the leadership of the Principal Investigator /Project Director, and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of project strategies based on scientific evidence.

Responsibilities
• Provide technical leadership, oversight, strategic direction and definition of appropriate project activities in close collaboration with the Principal Investigator/Project Director and technical teams
• Establish and implement a system to ensure technical quality of project activities
• Ensure interventions supported by strategic technical assistance are evidence- and best-practice-based and aligned with project, MOH, CDC, and PEPFAR goals and technical priorities
• Oversee a team of high-capacity technical staff responsible for ensuring quality HIS technical assistance for building capacity of the MOH and at national and local levels, supporting and scaling existing HIS systems and infrastructure, and increasing interoperability and the utilization of quality data for decision making to further facilitate improved quality of care and health outcomes
• Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC and the Government of Zambia
• Lead technical assistance, mentoring, and capacity building activities at national, provincial, and district levels including but not limited to:
o Building capacity of MOH and local institution to develop and maintain HIS systems;
o Supporting the development and maintenance of HIS systems, including the scale-up of an electronic health record (EHR) to all provinces in its full deployment package;
o Continued maintenance of the MOH’s national data warehouse (NDW), and improvement in systems interoperability, and health information exchange (HIE); and
o Advancing the production and timely utilization of information and data for informed decision-making in response to national HIV/TB priorities.
• Lead the formulation of innovative approaches for scale up of targeted HIS and HIV/AIDS/TB activities
• Ensure capacity building utilizes best practices in mentorship and training, with a focus on building skills and capacity of local organizations and MOH for sustainability of HIS outcomes and activities beyond the project period
• Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
• Work closely with the Principal Investigator/Project Director on setting project priorities and directions, and responding to requests for support from local counterparts
• Work with M&E staff to design, implement a plan to track data/results to inform adjustments in project implementation
• Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
• Document successes, lessons learned and challenges in implementation as well as reports of project activities and results
• Document and maintain an inventory of successful tools and approaches for HIS and HIV/AIDS/TB
• Author/co-author abstracts, presentations, and articles for journals and conferences
• If applicable, manage technical contributions of subgrantees, including defining scopes of work
• Maintain excellent relationships with CDC and in-country stakeholders and develop rapid responses
• Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOH, CDC, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications
• Master’s degree in public health, health information systems, laboratory science, or other relevant advanced degree; doctoral degree, clinical degree, or other terminal degree is desirable
• At least 8 years’ experience implementing and/or providing technical assistance in facilitating HIS skills transfer and capacity building of the MOH and local institutions/stakeholders; experience developing and maintaining HIS systems, including the scale-up of an electronic health record (EHR) system to all provinces in its full deployment package; continued maintenance of the MOH’s national data warehouse (NDW), systems interoperability, and health information exchange (HIE); and advancing the production and timely utilization of information in response to national HIV/TB priorities.
• At least 7 years years’ experience in implementing and/or providing technical assistance of $10M per year in donor-funded projects and in the design and implementation of health projects; preferably for HIS or Digital Health-related projects, and in Zambia
• Demonstrated experience training government and provincial-level healthcare workers on HIS support and systems development, deployment, and maintenance
• Demonstrated experience providing capacity building assistance at national and organizational levels
• Skilled in at least two or more of the following technical areas: health information systems, data management and analytics, software development, health workforce development, and HIS governance • Demonstrated experience with a mix of practical technical skills necessary for strengthening HIS activities and mobilization and capacity building at the regional, national, clinical and community-level
• Demonstrated in-depth understanding of Zambia’s electronic health record (EHR) and health management information systems
• Experience living and working in Zambia preferred
• Familiarity with CDC/PEPFAR’s administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of several technical experts and fostering team work
• Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
• Expertise in research to practice—identifying and adapting best practices to specific project contexts
• Excellent verbal, written interpersonal and presentation skills in English
• Proficiency in Microsoft Office
• Ability to travel nationally to project sites 40% of time
