Ingenuity Ltd seeks to hire a highly qualified, dedicated and experienced national for the position of Healthcare Planning Specialist for the ‘Ingobyi’ Activity a five-year USAlD-funded Activity implemented by an lntraHealth International-led consortium. lngobyi Activity aims to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda. The position will be based in Kigali and report to the Ingenuity Ltd
Managing Director.

Purpose: working closely with the zonal coordinators, this position will strengthen the planning process for health at all levels, particularly at the district level (district hospitals, and health centers) to ensure national level plans and priorities are translated into actionable activities specific to the needs of respective districts supported.

Essential Duties:

  • Together with zonal coordinators, supports Districts Health Units (DHU) in organizational planning for long-term, medium-term and short-term objectives.
  • Supports and participates in the elaboration of district health annual action plans, review of planned health activities to ensure that targets are being met. This includes working in collaboration with Zonal Coordinators and other relevant project staff to support district health entities (hospitals’, health centers, DHMTs...etc.)., to develop coherent annual action plans. Provides organizational, logistical and technical support to such processes, including
    helping districts to:
  • Together with zonal coordinators, prioritize activities that will spur the biggest impacts,allocate resources and identify opportunities for continuous improvement.
  • Together with zonal coordinators, support districts to develop planning and budgeting templates
  • Together with zonal coordinators support DHMTs and DHU to set realizable annual targets in line with available resources, and simplify them to quarterly and/or months milestones as to facilitate regular monitoring of progress.
  • In consultation with zonal coordinators, develop and implement a framework to allow district (hospitals, health centers...) assess implementation of developed annual action plans, to identify areas to improve and take remedial action as needed.
  • Together with zonal coordinators and teams, actively advocates for the inclusion of key health priorities into district annual contracts “Imihigo” to allow sustainable funding and district ownership.
  • Together with zonal teams, builds district-level capacity in health policy development and analysis, and strategic planning plus effective program implementation and monitoring.
  • In coordination with zonal coordinators and teams, plans and delivers specific management training and coaching (as needed), related to integrated district planning processes, resources allocation for effective management.
  • In coordination and collaboration with zonal coordinators, supports district-to-district learning, facilitates testing of strategies sharing of experiences, lessons or best practices and enabling of local solutions to emerge. Facilitates districts to document and share such lessons at the Health Sector Working Group or other national forums.
  • Together with the zonal teams, evaluates and recommends improvements in local,district level and national level health plans.
  • Working with Ingobyi MEL team, Data Analyst/Dashboard Technical Expert, identifies,collects and analyses information on existing health problems, their determinants, and related community challenges, to identify and fix gaps and bottlenecks in the system performance.
  • Working together with lngobyi MNCH and malaria technical specialists and zonal coordinators provides technical assistance and guidance aimed at improving decentralized service delivery MNCH (i.e. identify and share useful technical resources, review and analyze activity work plans, provide foresight on expected outputs i.e. reports, presentations, success stories, ...etc.).

Other duties

  • Demonstrates effective communication skills to develop written and oral program plans.
  • Plans and completes work assignments with a high degree of initiative, good judgment, analytical skill, and integrity.
  • Participates in lngobyi planning and progress review meetings, including MEL specific meetings, Technical Working Group, and provides technical inputs as needed
  • Performs other duties as assigned.

Minimum Required Education & Experience

  • Master’s in Public Health, Development Studies, Health Policy and/or related fields
  • Minimum of 5 years’ work experience in related positions (Policy planning, projectmanagement,Good analytical, interpersonal and communication skills)
  • Competent in use of computers and basic computer programs such as Excel, Word,PowerPoint.
  • Ability to use wide range of data to inform program and policy considerations.
  • Experience in program development, implementation, monitoring, and evaluation methodologies.
  • Experience working on USAID-funded and MoH is an advantage.

  • Ability to listen and communicate well both verbally and in writing;
  • Ability to work independently and accomplish tasks with minimal supervision;
  • Attention to detail and accuracy.
