FXB Rwanda is a Rwandan Local Non-Governmental Organization (NGO) created in February 2012. It is affiliated to FXB International; an international NGO created in 1989, whose mission is to fight poverty and HIV/AIDS. Since February 2016, FXB Rwanda has signed a contract with Global Communities to implement the USAID – Twiyubake Program in Burera and Musanze Districts in the Northern Province.
FXB Rwanda is currently seeking to recruit staff for the following position:

Position title: Household and Community Strengthening Field Officer/USAID Twiyubake Program

Reports to: USAID- TWIYUBAKE Program Manager

Number of position: 1

Job location: Burera District

State date: November 2018.

JOB PURPOSE:

Under direct supervision of the District Coordinator with reporting matrix to Program Manager and Technical Advisor, the Field Officer will be responsible for the implementation of USAID Twiyubake Program activities at the community level. She/he will be able to empower vulnerable households with HTC skills, working closely with local leaders to establish community-based and home-based ECDs as well as monitoring the existing ones, conduct home visits to ensure that project objectives are achieved.

Major Responsibilities

  • Sensitization of communities and target groups on program objectives, strategies, and activities;
  • Monitor regularly the functionality of Home-based and Community Based ECD centers and mobilize parents to send their children to ECDs centers in the community.
  • Participation in the preparation of action plans (weekly, monthly, quarterly, and annually) in consultation with the Program Manager and other colleagues;
  • Monitor and provide support to Youth in and out of school clubs using the designed SRHR module
  • Coordinate activities of Community Based Volunteers, Case Management Volunteers and provide them with required technical support;
  • Sensitization and training of beneficiaries and other communities’ members in Umugoroba w’Ababyeyi sessions, IZU activities, CNF activities, and CNJ activities.
  • Identification of other OVC stakeholders operating in the target communities and ensuring the relationship with them as well as with local authorities and leaders;
  • Sensitization of beneficiaries and communities on SRHR, GBV, HIV prevention and collaboration with local health centers to ensure beneficiaries’ access to HTC as well as ensuring access to HIV care and treatment of patients in needs;
  • Ensure that ECD activities are sustained and implemented smoothly in a close collaboration with community-based volunteers
  • Support CBVs and CMVs through onsite coaching and mentoring
  • Participate both in internal and external Program Quality Assurance Activities such as RDQA and SIMS and ensure the organization score excellent in all evaluations and assessments.
  • Facilitate the data collection for all CBVs across the components and ensure the tools are submitted to the M&E department.
  • Conduct home visits to assist beneficiaries and follow-up of activities on regular basis and ensure its documentation
  • Provision of psychosocial counseling to all beneficiaries;
  • Participation in the monitoring and evaluation of program activities.
  • Perform any other additional duties as may be assigned by his or her supervisor.

QUALIFICATIONS AND EXPERIENCE
REQUIRED COMPETENCIES

  • Bachelor’s degree in public health or related studies
  • At least 3 years of experience in a similar position;
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching
  • Experience in USAID funded programs is an added advantage
  • Good communication skills in English and Kinyarwanda;
    Computer literacy to a high standard in Microsoft Office
  • The candidate must have a valid Driving license, category A
