Humanitarian Team Leader x 1
Programme Financing Partner: UNHCR
Term: Fixed Contract (January to December 2021)
Reports to: Head of Programmes/Country Director

3.1 Job Purpose
The job involves coordinating the humanitarian activities aimed at helping the refugees that are fleeing from neighbouring Democratic Republic of Congo (DRC). The incumbent has to ensure that all the refugees that are just arriving or are already settled in Mantapala Refugee Settlements are served by all the implementing partners in a coordinated manner. .

3.2 Key Responsibilities
Responsibilities will include, but not necessarily be limited, to the following:
3.2.1 Programme Development and Implementation
• Liaising with the UNHCR and other programme implementing partners, such as WFP, the office of the Commissioner for Refugees (Ministry of Home Affairs), etc
• Coordinating all humanitarian activities among AAHZ humanitarian team members operating in Mantapala
• Representing AAHZ at all meetings that are organized by various programme implementing partners
• Ensuring knowledge of and compliance with appropriate national and international procedures, policies and regulatory codes
• Managing budgets, in collaboration of other AAHZ humanitarian team members
• Ensuring that there is accountability and proper record keeping of programme activities in accordance with donor requirements3.2.2 Humanitarian Response Management
• Working with the Humanitarian Team Leader to ensure office organizational readiness to respond to emergencies in accordance with the WFP and best humanitarian practice approaches and principles
• Coordinating appropriate and timely responses at scale to all emergencies in close cooperation with incoming surge teams as may be necessary
• Ensuring that all staff under him/her are familiar with and adhere to the tripartite H/UNHCR/WFP agreement SOPs
• In coordination with other AAH members of staff and other implementing partners, maintains consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system
• Managing the implementation of emergency activities and monitoring their effectiveness
• Producing response reports, recommendations and proposals for emergency intervention
• Rapidly assessing emergency situations; working closely with staff located within the area or other emergency departments
• Making representations to donors, local authorities and humanitarian community members
• Organizing induction, support and training for volunteers/other aid workers
• Implementing, overseeing and ensuring strict adherence with security/safety procedures
• Developing and monitoring objectives
• Contribute to continual improvements in AAH protection programming and ways of working, through identification and communication of challenges, gaps, recommendations for improvements and lessons learnt (what works well, what does not)
3.2.3 Coordination and Representation
• Developing and maintaining effective working relationships with external stakeholders, including government authorities, UNHCR, WFP, other organizations and service providers (including service referral focal points), and other relevant stakeholders, as well as persons of concern in the area of deployment
• Ensuring that all Humanitarian activities conducted by AAHZ in Mantapala Refugee Settlement are well coordinated and implemented
• To be the main AAHZ focal person in the implementation of humanitarian response activities in Mantapala Refugee Settlement
• Ensuring that service mapping and effective referral pathways are kept up to date Ensuring reports are delivered on time and to agreed standards
• Regularly monitoring the progress of all humanitarian activities against project plans and budgets
3.2.4 Information Management
• Ensuring the application and compliance with the information management system which is in place in the area of deployment
• Ensuring that there is accountability and proper record keeping of programme activities in accordance with donor requirements

3.3 Minimum Requirements
• Degree in Community Development, Social Work, Public Health, Human Rights, or any other qualification relevant to the nature of work
• At least 3 years practical experience in a Humanitarian Response, or similar environment
• Experience in planning, budgeting, coordination and managing results
• Proven ability to provide representation at donor and District level meetings
3.4 Skills and Attributes Needed
• Effective leadership, interpersonal and communication skills
• Good knowledge of budgeting and resource allocation procedures
• Ability to work in a multinational and multicultural environment
• Ability to cope with high workload and stress and identify priority activities and assignments, and adjust priorities as required
• Strong initiative and self-motivated, with a strong commitment to humanitarian principle and high sense of ethics Excellent communication skills, as well as patience and politeness, are needed
• Multitasking and organizational skills are a must, and a good sense of humor
• Ability to find ways of solving or pre-empting problems • Proactivity, with a sound commitment to teamwork and with a spirit of genuine collaboration
