JOB DETAILS:
Cambridge Education is a partner to Chemonics International, supporting the USAID funded Soma Umenye Early Grade Reading Activity in Rwanda. The aim of this project is to improve the reading skills of 1 million Rwandan students in grades 1-3 attending public and government-aided schools nationwide and ensure that 70% of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.
Job Description
The purpose of this position is to provide strategic leadership to the Intermediate Result 2 (IR2) Systems Strengthening Team. The focus of this team’s work is to strengthen the capacity of the education system in Rwanda to implement and support high-quality, evidence-based reading instruction throughout the country during and beyond the life of the Soma Umenye activity.

Principal Duties and Responsibilities
• Provide oversight and leadership to the IR2 team to fulfill the system strengthening activities identified in the work plan.
• Provide on-going supervision and support to IR2 team members to ensure timely success of the IR2 objectives
• Contribute to wider project technical team inputs including planning, tracking progress and reporting, as required by the Technical Director
• Lead engagement with REB, MINEDUC, URCE, and other key government and non-governmental stakeholders
• Work closely with relevant Heads of Departments/Units in the Ministry of Education and REB to support their roles on request
• Ensure that Soma Umenye activities build on Ministry of Education policies and that Soma Umenye builds good relations with key stakeholders
• Lead and liaise as required with other USAID project partners to ensure integrated project planning and effective project delivery
• Work with other implementation partners (UNICEF, BLF, MCF & Others) as needed to deliver coordinated, cost-effective, and sustainable activities to meet project objectives
• Collaborate with MEL in the development of the learning agenda across partner organizations and support its implementation
• Lead the team in development of Soma Umenye’s national advocacy strategy with special attention to ensuring early grade reading issues are brought to the forefront and support for sustainability of interventions.
• Provide oversight to the team supporting REB in TTC Curriculum revision and strengthening capacity of TTCs to prepare teachers to deliver evidence-based early grade reading instruction
• Contribute to the development of final grade-level literacy standards in Kinyarwanda for P1, P2, and P3, ensuring these are integrated with previously developed standards, frameworks, and the new competency-based curriculum.
Quality assure IR2 reporting on a bi-weekly, quarterly and annual basis
Represent IR 2 in technical and Senior Management Meetings and USAID check in meetings when called upon
Candidate Specifications
• An advanced degree in a relevant field, such as education, social sciences, or international development;
• At least 10 years’ experience in the education sector; a focus on early grade reading would be an asset;
• Extensive work experience in the Rwandan education system with a focus on supporting national-level systems change;
• In-depth knowledge of the current state of early grade reading in Rwanda;
• Experience working with international donors, particularly USAID, is an asset;
• Knowledge of strategies for institutional and individual capacity;
• Demonstrated team leadership experience;
• Strong interpersonal and communication skills;
• Strong computer skills in MS Office;
• Strong project management skills;
• High attention to detail and accuracy;
• Clear thinking and effective decision making, ability to retain composure under pressure;
• Flexible approach with commitment to meeting challenging deadlines
Fluency in written and spoken English. Fluency in Kinyarwanda and French proficiency preferred.
