JOB DETAILS:
• Job Purpose
The IT Officer will be responsible for all Communication Systems, Networks and IT support for the organisation. This will include tasks such as maintaining the VHF radio system and the associated backbone network, internet provision in multiple locations, solar installations relating to connectivity / IT and IP camera systems. Ensure system availability, system security and timely reporting which will enable management to make timely decisions for running the institution. Evaluating technology risks in order to develop a network disaster recovery plan and backup procedures.

Summary of Key Responsibilities;
• Work with the Project Manager to oversee the annual IT budget and ensure cost-effectiveness.
• Ensure that the backbone and all connected equipment is fully operational. This includes power equipment, backbone network management, radio repeaters.
• Radio network management, including repeaters, radio fleet, codeplug management, Motorola programming and system management software.
• Monitoring daily operations, including server hardware, software, and operating systems for the institution.
• Coordinating technology installations, upgrades, and maintenance.
• Take the lead in selecting and purchasing new and replacement hardware and software, when necessary.
• Testing, troubleshooting, and modifying information systems so that they operate effectively.
• Internet connection management to ensure the best possible user
experience where work applications are prioritised. This includes site
routers, point to point WiFi network connections, WiFi access points and
wired network points.
• Technology hardware management, including spare equipment (all technology related hardware).
• Management of specialized LE equipment, incl. sat comms, NVG, etc
• Management of IT governance, risk management and compliance matters
• IT Vendor management
• Ensure availability of systems at all times
• Monitoring and supporting internet, website and security infrastructure.
• Review logs to access security threats and ensure timely escalations
• Management of specialized LE equipment, incl. sat comms, NVG, etc
• ArcGIS management and integration (Including data collections applications such as Survey 123, QuickCapture)
• Anti-virus and Windows update management
• Conduct and Lead Researches and implementation of technological strategic solutions.
• Unifi, UISP and Mikrotik management systems.

Primary Areas of Accountability:
Qualification and Experience
• Degree in Degree in Computer Science/Engineering or Telecoms
• Must have a minimum of 4+ years’ experience in network management and technological support to field operations in remote areas.
• Must have experience on managing networks and PTP links
• Good Knowledge of digital radio systems (preferably Motorola)
• Experience in GIS/Esri
• Valid Certification in Cisco /Fortinet/ITTL/Microsoft Server 2012/2016/2019 will be a plus
• Ability to train and build capacity in multi-cultural context
• Proven ability at working both individually and in a team
• Willingness to live and work in a remote area with basic living conditions
• Must have a valid Driver’s license
