JOB DETAILS:

ROLE PURPOSE: The Infection Prevention Advisor, in collaboration with two designated Momentum Country and Global Leadership (MCGL) provincial teams, will work closely with the relevant units at all levels of the MOH and with respective implementing partners to plan, implement and evaluate infection prevention & control (IPC) and water, sanitation & hygiene (WASH) interventions in target districts in Central and Northern provinces. The Infection Prevention Advisor will be based in Lusaka with frequent travel to provinces. He/she will represent MCGL at various national technical working groups and committees, ensure deliverables within his/her technical area are implemented according to the set work plan, and best practices and key lessons learned are captured. On a day-to-day basis, he/she will work under the direction of the MCGL Project Lead.
The Infection Prevention Advisor will provide direct technical support to provincial-level clinical and cross-cutting staff supporting WASH/IPC TA work in collaboration with National and provincial health teams to plan, implement and monitor IPC & WASH activities. The Infection Prevention advisor will ensure the quality of key Infection Prevention and WASH interventions, approaches to strengthen service delivery and documentation of implementation activities. The advisor will support provincial level staff to ensure program deliverables are achieved in a timely manner, as consistent with the activity work plan. The Infection Prevention advisor will also ensure key lessons learned and best practices are captured and documented.

SCOPE OF ROLE:
Reports to: Directly to MCGL Project Lead, indirectly to Health and Nutrition Technical Specialist

KEY AREAS OF ACCOUNTABILITY:
Technical Leadership

1. Coordinate and provide technical support to Ministry of Health and Ministry of Water Development, Sanitation and Environmental Protection and MCGL Provincial Teams for key IPC & WASH activities within existing RMNCAH provincial and district annual plans and address any identified gaps.
2. Support provincial-level clinical and cross-cutting staff supporting WASH/IPC TA work to provide technical assistance and capacity building to provinces and districts with a comprehensive IPC & WASH focus on collecting infection prevention readiness data from health facilities, analyzing and using data to create, implement and monitor infection prevention programs in supported health facilities, collaborating with district and provincial governments to improve and sustain infrastructure and IPC supply chains for health facilities.
3. Collaborate with the relevant ministry staff to ensure technical integrity and quality of program implementation at all levels.
4. Build capacity of provincial MOH staff and MCGL Teams, using proven training approaches, mentorship and quality improvement methodologies strategies to improve infection prevention conditions and behaviors.
5. In collaboration with MCGL provincial teams, provide on-the-job training, follow-up support, and clinical mentoring in target facilities.
6. Incorporate the best towards strategic planning, implementation, and monitoring and evaluation of activities to improve IPC & WASH service services.
7. Maintain strategic relationships with MOH provincial and district teams and other relevant stakeholders for the smooth implementation of program activities.
8. Oversee and support IPC & WASH trainings, meetings and workshops at the national, provincial, and district levels, as relevant to the program.

Management
1. Coordinate with relevant health and WASH technical advisors and programmatic staff working on other public and donor funded programs, to minimize duplication and support learning across programs.
2. Contribute to the analysis, synthesis, and reporting of program outputs and results in close collaboration with the M&E team and ensure incorporation of lessons-learned into ongoing implementation.
3. Provide joint technical oversight to provincial-level clinical and cross-cutting staff supporting WASH/IPC TA work.
4. Represent MCGL at relevant stakeholder meetings and conferences, as may be appropriate.
5. Contribute to development of annual work plans and budgets, training plans, quarterly reports and other reports as required.
6. Ensure the timeliness and quality of needed reporting.

Additional job responsibilities
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

QUALIFICATION, EXPERIENCE AND SKILLS

1. Clinician, midwife or post-diploma nurse with a post graduate degree or public health degree or equivalent combination of training and experience.
2. At least 5 or more years of relevant work experience as a health care worker or supporting public health programs in the area’s maternal health, new-born health, child health and/or infection prevention.
3. Previous working relationships within USAID programs and with key multilateral agencies, bilateral donors and academic institutions
1. Demonstrated ability to work within a multi-faceted health development program in collaboration with national MOH personnel and local and international partners.
2. A demonstrated track record in providing mentorship and supervision to strengthen healthcare services, training and use of quality improvement approaches.
3. Familiarity with evidence-based infection prevention interventions and best practices that are the focus of this project.
4. Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
5. Ability to work independently and also as a team leader/member with diverse team of partners and counterparts.
6. Excellent interpersonal and communication skills (oral, written and presentation).
7. Excellent computer skills and experience working with Microsoft Office applications.
8. English fluency (verbal and written) required.
9. Ability to travel to the provinces 50% of the time.
