Overview
The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and The Republic of Zambia acting through its Government (The “Government”) entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Zambia on 10 May, 2012(The “Compact”) in the amount of Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred And Forty United States Dollars (USS 354,757,640) (“MCC Funding”).
The Millennium Challenge Account Zambia Limited (“MCA-Zambia”) was designated as the accountable entity for purposes of implementation of the Lusaka Water Supply Sanitation and Drainage Project. The Compact expired on 15 November 2018 (“Compact End Date”). The Government, in accordance with its obligations under the Compact, designated Millennium Project Completion Agency Zambia Limited (MPCA Zambia), a subsidiary of MCA-Zambia, as an additional accountable entity for purposes of implementation of any activities that would be incomplete by the Compact End Date, such activities to be funded by the Government (“Government Funding and together with “MCC Funding”, “Compact Funding”).
MPCA-Zambia now invites suitably qualified individuals to apply for the following position:
Information Communication and Technology (ICT) Manager
Job purpose
• Manage all ICT systems, processes, procedures, and policies in support of MPCAZambia’s mission – specifically to support Management Information Systems reporting, information and data flow management, business process and organizational planning.
• Be responsible and accountable for ensuring Availability, Integrity and Confidentiality of ICT and Internet support services that support the MPCA-Zambia’s mission.
Key Responsibilities
• Responsible for the ICT governance of MPCA-Zambia and ensure adherence to all MPCA-Zambia ICT policies, procedures, and the applicable industry regulation and laws.
• Ensure the effectiveness and efficiency of ICT Support Services
• Ensure long-term ICT strategy and budget needs for the organization to ensure operational excellence.
• Be responsible for all internal ICT Operations including acquisition, setup and configuration of all new ICT related equipment, desktop device support, asset management, network switches and routers, VPNs, enterprise backups, End-point protection and anti-virus.
• Be responsible for Management of ICT Infrastructure, Active Directory, Telecommunications Infrastructure and Data Circuits, and Security Systems and Policies.
• Should build successful networking and ICT support relationships with all Sectors within the organization, as well as with external stakeholders, partners, and vendors.
• Should be able to develop, implement, and support a management information system for MPCA-Zambia.
• Must have knowledge and experience with website development and maintenance tools like HTML and CSS, JavaScript, and SQL.
• Be able to support deployment and utilization of relevant software such as Microsoft Office, Adobe creative Suite and Diligent Boards etc.
• Be able to establish and maintain system access privileges for MPCA Zambia
• Manage all outsourced ICT contracts and all other ICT service provider agreements for system administration and maintenance, software management, website support, internet service provision via Fibre with MW backup, ‘Aviat’ radio backup and maintenance of Fibre and Microwave.
• Ensure provision of ICT training and awareness to employees and updates on latest developments in the ICT environment.
• Manage the Database Management System (DMS) for MPCA-Zambia, working closely with the consultant that hosts the DMS to ensure efficiency, effectiveness, reliability, and security of the DMS.
• Perform any other related duties that may be assigned from time to time.
Qualifications and Experience
• Grade 12 School Certificate with a minimum of five (5) O’levels (credit or better)
• Bachelor’s degree in Computer Information Systems, Computer Science, Management Information Systems, or related field.
• Microsoft Certified Solutions Expert (MCSE), Multi-Criteria Decision Analysis (MCDA) or equivalent certifications would be an added advantage.
• At least six (6) years of post qualifying work experience in a similar role or in managing, supporting, and maintaining ICT services is required.
• Experience in a private or public organization or donor funded project is an added advantage
