JSI Research and Training Institute, Inc. USAID DISCOVER-Health aims to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project also supports the Government of Zambia (GRZ) efforts to address the global COVID-19 epidemic, including accelerating the national rollout and scale-up of COVID-19 vaccination. During the next three years the project is conducting a technical assistance role to the Ministry of Health (MOH) for the provision of integrated health services whilst assisting GRZ in COVID-19 activities as directed by donor USAID.

JSI USAID DISCOVER Health Project is recruiting for the following position:
Title: Inventory Officer
Position Type: Full Time
Location: Lusaka with frequent travel to the field offices
Reporting: Procurement and Administrative Manager

Job Purpose

The Inventory Officer is a full-time position based in the USAID DISCOVER-Health Project Lusaka, Zambia Office. S/he will be responsible for implementing DISCOVER-Health Project’s policies and procedures for inventory management. S/he will ensure that all assets are properly received, tagged, updated in the inventory management system, delivered to end-users and reported on according to USAID DISCOVER-Health Project policy. The Inventory Officer will lead the physical inventory process at the end of each project year. S/he will work closely with other team members to document and report on project inventory and ensure that items are auditable at all times.

Major Duties and Responsibilities:
1. Devise ways to optimize inventory control procedures;
2. Ensure that items received by USAID DISCOVER-Health Project are properly tagged and recorded in the inventory management system;
3. In coordination with accounting unit, fill in all information needed for the items purchased, e.g. price, vendor, voucher number…etc.;
4. Monitor items that are transferred from the Central Office to Regional or any other project location;
5. Monitor and record any disposed/donated items to government institution or others;
6. Monitor all purchased items to/by expatriates or located at their homes (if any);
7. Keep track of all items that are stolen, lost, dysfunctional (irreparably broken), or otherwise no longer useful and ensure that police report is in file for all stolen items;
8. Use software to record, update and manage inventory;
9. Use software to audit inventory and conduct physical inventory on annual basis;
10. Responsible for ensuring USAID DISCOVER-Health Project is compliant with project policies and procedures including project inventory and periodical inventory reconciliations;
11. Analyze data to develop an annual inventory report;
12. Randomly inspect inventory in different locations;
13. For consumables, update stock cards/bin stock cards upon stock movement and ensure reliability of quantities on stock cards against physical stock;
14. Collaborate with technical, financial and logistics staff to support with the delivery of goods to regional locations;
15. Conduct a final physical inventory during project close out and generate a final inventory report for USAID disposition approval;
16. Report to senior management on inventory, issues etc.;
17. Responsible for managing and training the staff on inventory management;
18. Ensure that inventoried items are secured and stores are managed according to policy; and,
19. Assist other colleagues as needed in the project, office, carries out any other office work as requested by supervisors.

Desired Qualifications:
1. University’s Degree in Logistics, warehouse/stockroom management, or comparable education;
2. Minimum 5 years’ experience working for a USAID supported project;
3. Ability to work independently in a fast paced working environment;
4. Demonstrated ability to use an inventory management system;
5. Strong attention to detail and ability to organize activities across multiple locations;
6. Ability to speak, write, in English, required, and at least one other language;
7. Experience in implementing organizational policy; and
8. Good knowledge and skills in using MS Office applications.
