JOB DETAILS:
Job Purpose
The Liaison and Field Officer will serve as a direct contact – under supervision of the GM/CEO – to all relevant government bodies with regards to legal and regulatory requirements for the company operations regarding the setting up of Filling Stations. Manage and maintain relations between the company and all government regulatory bodies (ERB/ Local Council / Zesco / RDA) mainly to streamline Filling Stations operations, seek guidance, resolve issues, improve communications, and generally ensure that the relationship is as beneficial as possible.

Summary of Key Responsibilities;
• Build and maintain relationships with key technical managers and decision-makers in different ministries and local authorities (ZEMA, Local Council, RDA, ZESCO & ERB)
• Ensure that company polices are compliant with all related government registration
• Lead Senior Managers to meetings with government officials and facilitate dialogue
• Follow up with ERB for Filling Station construction permits and its operation related approvals.
• Managing relations with the Local Council mainly to get the Title of plots for Filling stations and construction permit for Filling stations.
• Working closely with the Legal team, take part in the development and submission of progress reports and applications to relevant ministries, including Service Contracts, Agreement, Sub-Agreements other statutory periodic reports.
• Monitor, coordinate, and communicate the strategic objectives of the business
• Develop and foster effective relationships with the community, stakeholders, and other entities
• Collect, analyze, and utilize data and feedback to identify opportunities to improve the relationship between the business and the other relevant institutions
• Work with authorities to secure all required authorizations and permissions to facilitate smooth implementation of Company operations
• In close cooperation with Head of Legal Services, identify and share new policies and procedures to create awareness of requirements among senior staff and support compliance.
• RDA & ZESCO: Seek approval for construction of Filling stations & set up of Transformer approval or permission.
• Proactively solve conflicts and address issues that could occur between the business and the other entity
• Promptly respond to incidents and other events as necessary

Qualifications and Experience
• Degree /Advanced Diploma in Law, Real Estate, Business or Engineering
• At least a minimum of 4 – 5 years of experience in the same capacity of managing relations with Government Ministries and their agencies at the Senior Level
• Minimum of 2+ years proven experience in Managing Relations with Government Bodies like ZEMA, RDA, ZESCO, ERB & Local Councils
• Working experience as Liaison Officer / Government Relations Officer or related will be a plus
• Must have the ability to thrive in a fast-paced and sometimes high-pressure environment
• Good knowledge and understanding of government settings/functions
• Must be a member of a relevant and well established professional body
• Must have a valid Driver’s License
