Job Purpose
The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. Develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. .

Summary of Key Responsibilities;
• Work with Field Officers to develop a monthly data collection and verification Plan, ensuring that beneficiary groups are visited, and reports circulated.
• Take charge of the small holder app application software and ensuring all farmers and surveys are conducted timely for effective decision making by senior Management.
• Training of field officers and management on using and interpreting the software and producing and presenting weekly reports on the software
• Weekly monitoring of set targets and producing a weekly and monthly report for the operations Manager
• Develop M&E plans within a week for each crop in the field location – north and south areas
• Review monthly field reports and provide feedback and recommendations on data quality, completeness, accuracy of hectare measurements of sampled fields randomly selected for each field officer and trends performance analysis and submitting to Operations Manager
• Work with the relevant Field Ougtrower Managers and Admin officer for data collection, QA/QC and ensure reports are consolidated and sent timely
• Monitoring and evaluating organic compliance in the fields and throughout the value chain up to receiving and storage.
• Monitoring Organic and HACCP training effectiveness on staff and recommendations to operations Manager.
• Monitoring and evaluating farming inputs given to farmers and compliance with documentation procedures.
• Carry out data quality checks on the number of Ha, size of Ha to confirm accuracy, number of farmers to confirm existence and carry our programme quality and compliance checks in the field
• Conduct regular supervision and field visits to each area, North and south and for all respective crops (organic quinoa, conventional quinoa, organic chia, conventional chia, chilies – birds’ eye and cayenne and sesame seed).
• Provide training on M&E for relevant field management and staff and ensure standardized M&E tools are used in the field.
• Carry out spot checks on programme related trainings conducted using training reports and attendance sheets.
• Share the relevant indicators with the field team and work with the FOs to set and measure targets and monitor progress on the targets for each donor and in line with the indicators and population figures.
• Maintain and administer the M&E database; analyse and aggregate findings.
• Collect data on a regular basis to measure achievement against the performance
• Produce reports on M&E findings and prepare presentations based on M&E data as required.

Qualifications and Experience
• Degree in Statistics, Monitoring and Evaluation or related studies.
• A qualification in Agriculture in an added advantage
• A minimum of 3 -5 years of direct, “hands-on” working experience in conducting surveys, assessments research, statistical data analysis, monitoring and evaluation of emergency or resilience programmes.
• Well documented experience in data capturing and coding, analysis and reporting of indicator data as well as supervising data collection.
• Must have worked for an Agricultural Organization in the same capacity of M & E
• Proven Experience in data collection tool through ODK –KoBo toolbox system to design and convert the data collection tools in to ODK is desirable.
• Exposure to Data Management of Seed or Grain projects will be an added advantage
• Experience in data management using Office, Excel, EPI-Info, ENA, SPSS and/or STATA
• Membership with a relevant professional body will be a plus
