JOB DETAILS:
TERMS OF REFERENCE FOR THE MONITORING & EVALUATION SPECIALIST

Background
The Government of the Republic of Zambia (GRZ) has received financing from the World Bank (WB) towards the cost of implementing the Transport Corridors for Economic Resilience Project (TRACER) which will focus on three (3) key regional transport corridors namely the Serenje to Mpika, Kazungula to Katima Mulilo and the Lusaka to Luangwa Roads.

A Project Management Unit (PIU) will be established in the Ministry of Infrastructure, Housing and Urban Development (MIHUD). It will be led by a full-time Project coordinator and supported by a Monitoring and Evaluation Specialist among other key staff. The PIU will also ensure effective coordination between all the implementing agencies.

The MIHUD now wishes to engage the services of a suitably qualified candidate to fill the vacant post of M&E Specialist under the TRACER Project
1. Duty Station: TRACER offices, Ridgeway, Lusaka
2. Reports to: TRACER Project Coordinator
3. Title: M&E Specialist (1 Post)
4. Responsible to: The M&E Specialist will be responsible to the TRACER Project Coordinator on all project operational matters and will work closely with all other Project Specialists and implementing Ministries, and Spending Agencies (MPSA), and other key stakeholders during project implementation processes.

Objectives of the assignment:
The M&E Specialist will be a part of the Project Implementation Unit (PIU), and will be the lead expert on monitoring and evaluation related activities. In liaison with other Project specialists, the M&E Specialist working closely with other Project Specialists, will ensure timely planning of annual work plan and budget (AWPB), implementation and monitoring and evaluation of the project activities and regularly assess the project performance against the PDO and support the follow-through of the results framework.

Scope of services/ Duties:
The M&E Specialist will take the lead in carrying out all monitoring and tracking of project activities and provide timely status of progress periodically.
Specifically, the Procurement Officer is expected to among others; –
1. Design and Implement M&E System:
2. Lead development of and oversee the review of project level Monitoring &Evaluation (M&E) plan and associated work plans for each component/activity (as reflected in the results framework)
3. Develop TORs for M&E tasks to be carried out for consulting firms where necessary.
4. Develop and implement M&E plan of project to generate regular information related to progress of the project.
5. Be responsible for sourcing data and information for specific M&E needs directly from other agencies, (such as budgets, staff capacity and other internal data).
6. Support technical work such as reviewing M&E methods, carrying out training needs, designing M&E tools, and advising M&E technical assistance.
7. Participate in evaluations and assessments. The M&E Specialist may also serve as the evaluation team member of selected evaluations conducted under the Project.
8. Closely cooperate and coordinate with Social – Economic Impact Assessment Specialist for the design, quality, development and completion of all assessments, analytical reports, case studies, success stories.
9. Coordinate with the Road Development Agency (RDA) Implementation on matters related to the M&E of the project.
10. Develop and maintain an M&E database for the project and Maintain a detailed knowledge of all relevant issues impacting his/her field of Monitoring & Evaluation.
11. Ensuring mentoring and training of project team to foster capacity building on M&E knowledge.
12. Monitor project progress through field visit, offer feedback and keep regular communication with related field staff.
13. Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings.
14. Serve as focal point for providing M&E inputs on Implementation Progress Reports (IPRs)
15. Prepare and submit M&E inputs as per the Results Framework to the consolidated annual project implementation progress reports meeting the deadline as per the requirement of project and the World Bank.
16. Accomplish other tasks related for preparing, monitoring, evaluation and MIS as per the need of project assigned by Project Coordinator.
17. Track project’s output and outcome level results on the periodic basis in close coordination with project’s implementing team.
18. Assist the Ministry of Housing and Infrastructure Development develop Capacity in undertaking M&E activities
19. Provide technical support to staff members for all M&E related activities.

Note: These indicators might be subject to change, in mutual agreement, from time to time, and as may be initiated by the Project Coordinator. Further the Actual ratings/scores shall be agreed upon with the Project Coordinator within the first six months from the appointment date.

Schedule:
This is a full-time position on the project with a probation period of six (6) months. The service is initially for a period of two (2) years but is subject to renewal based on satisfactory performance and project demands.

Subject to the selection process, the successful candidate is expected to commence work immediately.

Required Qualifications and Experience:
• Grade 12 School Certificate
• Minimum of bachelor’s degree in Project Management, Monitoring and Evaluation, Social Science, Management, or related field combined with extensive experience in similar responsible position is considered as equivalent. A master’s degree will be an added advantage.
• At least 7 years of work experience in a field related to roads construction works and planning or project management.
• At least 3 years of experience in M&E design and implementation at the project level would be preferable.
• Willingness to undertake regular field visits in different conditions is required.
• Good knowledge of concepts and framework for monitoring and Evaluation and Result

Measurement. Both written and spoken in English is essential.
• Familiarity with the relevant Government procedures and regulations.
• Good computer skills in Word, Excel, PowerPoint email and the internet.
• Good interpersonal relations.
