Background
Macha Mission Hospital Eye Clinic is the provider of comprehensive eye care services in the Southern region of Zambia. It is one of the departments under the Macha Mission Hospital which has been in existence for many years but became fully functional after the expansion of infrastructure and personnel about three yeas ago.
Macha Mission Hospital Eye Clinic seeks consultancy services to carry out a baseline study. The study is meant to establish baseline data for the eye care program under the support of Christian Blind Mission (CBM International).
Scope of the Evaluation, Objective and Intended Use
The study is intended to gather eye care data, document the trends, explore possible barriers and enablers of program implementation. This will entail assessment of all indicators in order to establish baseline data, including crucial elements of the work against which later progress will be measured. Further, the baseline study will seek to identify and assess key elements of WHO Health systems building blocks which are crucial to quality service delivery and ensures sustainability of the program beyond donor support.
Considering the quick turnaround, coupled with Covid19 restrictions, the study is most likely to be a desk review.

Requisite Qualifications
The consultant will be required to have the following attributes:
• A relevant post graduate or master’s degree
• More than 5 years of experience in development programmes, particulary in planning, project management, monitoring and evaluation within the Public Health sector.
• Proven consultancy experience of at least 5 years with a record of providing high quality evaluation reports (application should include sample of most recent reports)
• Strong and proven capacity in both qualitative and quantitative methods
• Practical knowledge in assessing health, gender, disability inclusive development and related work
• Knowledge of participatory methods in evaluations
