MANAGEMENT ACCOUNTANT
ECOPOW3R LTD (E3P) is a new Energy Service Company that is implementing a major rural electrification programme across Rwanda and East Africa. This includes complex electrification systems implementation, local and global resourcing, a large and growing headcount, and multiple work and finance streams.
We are looking for someone exceptional to work with the COO to create the accounts section of the Rwandan subsidiary and develop the full suite of management accounts, including planning and designing the structure, sections, and allocation centres. E3P will need to run sectional, site and project specific account reports and combine these with our international accounts, and must be able to flex accounting reports to deliver multiple reporting types, styles, and cross-allocations. In time there may be further complex integration options and the possibility of combining our procurement, systems and accounting processes.
For all this, we need someone that is highly driven and dynamic with at least three years experience and the ability to create, expand and lead our Rwandan accounts department.
The position reports to the Chief Operations Officer (COO) and is based at ECOPOW3R’s office in Nyamata, Bugesera..
GENERAL DUTIES & RESPONSIBILITIES
Working with the team to:
• Ensure that financial administration functions well in accordance with International Accounting standard procedures;
• Ensure that all accounting procedures applied are in compliance with Generally Accepted Accounting Principles (GAAP);
• Develop the accounts department to establish processes that ensure substantiating documentation is approved and available such that all processes may pass audit requirements;
• Control of Cash payments, bank transfer, and deposits at the bank;
• Prepares transfers and/or other bank payments in respect to payment deadlines;
• Preparation of cash payments;
• Prudently manage the resources of the corporation according to the procedure manual and current laws and regulations;
• Manage the Accounts Department;
• Train the Accounts Department and other staff on raising awareness and knowledge of financial management matters;
• Ensure measuring and controlling business risk through an effective financial risk management framework;
• Develop and maintain systems of internal controls to safeguard the financial assets of the company;
• Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.
Maintain the proper recording of all finances:
• Effectively booking in Quickbooks according to ECOPOW3R protocols;
• Invoice checks to ensure compliance with ECOPOW3R procurement processes;
• Daily reconciliation of cash books and cash accounts;
• Preparation of bank account reconciliations;
• Monitor banking activities;
• Ensure adequate cash flow to meet the company’s needs.
Ensure proper financial reporting for the Company:
• Oversee the company in developing annual budgets that support investments/operating plans and submits budgets to the COO for approval.
• Provide prompt, thorough, and accurate information to keep the COO appropriately informed of ECOPOW3R’s financial position in Rwanda.
• Prepare monthly and quarterly financial reports and ensure that the information is endorsed for its completeness, reliability, and accuracy.
• Review internal financial management reports prior to release: Oversee the production of monthly reports including financial statements and cash flow projections.
• Work with the Operations Manager (OM) to ensure effective operations of the company through cost analysis support, and compliance with all contractual requirements.
• Oversee the management and coordination of all fiscal reporting activities including company’s revenue/expenses and balance sheet reports, and development and monitoring of contracts.
• Manage staff salary requirements and advise on contractual issues:
• Prepare and handle staff salaries;
• Ensure compliance of staff and Company tax and social contributions;
General advice on financial matters:
• Advise on human resources management, finances and accounting;
• Identify opportunities for efficiency improvements, identify, report on and suggest opportunities for the company to improve its Cost Per Connection (CPC), operations and management costs;
• Research and make recommendations for revenue collection efficiencies;
• Draft financial proposals, budget forecasts, and input into project proposals;
• Work with procurement, logistics and shipping to improve supply chain efficiencies and identify risks;
• Oversee business insurance schemes.
REQUIRED QUALIFICATIONS AND SKILLS
• At least 3 years of experience in finance, management, accounting required;
• Bachelor’s Degree in accounting, and/or finance;
• Demonstrated strength in relevant computer software including Word & Excel, and experience with financial software including Quickbooks;
• Perfect fluency in written and spoken English is required;
• Complete knowledge and experience of local tax regulations;
• Experience working or living in other countries an advantage.
