Job Description
Manager – Data Governance, Salary Grade Zra04 (1 Position), Business Facilitation, Data Analytics Function
A. Purpose
Reporting directly to the Assistant Director-Data Management, the job holder will be responsible for implementing and enforcing data governance management practices across the organization. This includes developing and maintaining frameworks, policies, processes, guidelines, and controls to ensure compliance and manage risk.

B. MAIN DUTIES/ACCOUNTABILITIES
1. Implement data governance, frameworks, policies, and procedures to ensure the proper management, quality, and security of data across the organization
2. Provide targeted guidance to various stakeholders such as the data owners, data stewards and data custodians.
3. Define and establish data governance processes, guidelines, and controls to ensure compliance with relevant regulations around data policies, data quality, data provisioning, metadata and reference data.
4. Provide guidance and support to business units in identifying and resolving data governance issues, including data cleansing and data quality issues.
5. Develop and enforce data stewardship processes and guidelines to help ensure the adherence of all stakeholders to data quality throughout the authority.
6. Define and monitor key performance indicators (KPIs) and metrics related to data governance and provide regular reports on the effectiveness of data governance initiatives.
7. Conduct data risk assessments and develop risk mitigation strategies to protect sensitive and confidential information.
8. Own and implement the Data Management Framework.
9. To lead and coordinate with senior and top management such as IT, business and Operations heads regarding Data Governance.
10. Efficiency in the operational data processes that support data governance through data profiling, data cleansing, data matching, data enrichment and data standardization.
11. Lead the design and implementation of data governance tools, technologies, and systems to enhance data governance capabilities and streamline data management processes.
12. Collaborate with IT and security teams to ensure data security measures, including access controls, encryption, and data masking, are in place and aligned with organizational standards.
13. Implementing the Performance Management Development System in accordance with HR Guidelines;
14. Preparing & Implementing unit plans drawn from the Departmental action plan;
15. Preparing monthly activity and other relevant management reports; and
16. Conducting coaching and mentorship.
C. MINIMUM REQUIREMENTS
1. Grade Twelve School Certificate/General Certificate of Education Equivalent with five (5) Credits or better;
2. Bachelor’s Degree in a field such as Economics, Data Science, Management Information Systems, Accounting, Business Administration, Statistics, Econometrics, Computer Science, Applied Mathematics, Engineering, Physics or science related field required;
3. Minimum Five (5) years’ relevant post qualifying practical work experience out of which, two (2) years must be at supervisory level or equivalent.
4. Master’s Degree in a related field will be an added advantage.
5. Data Governance training will be an added advantage.
