Job Description
Manager- Knowledge Management and Consumer Education


The context of the Role
The Manager is responsible for overseeing the generation of information from research into knowledge and insights that would help ASSAR members to make informed investment decisions. The Manage is also responsible for the design and implementation of consumer education initiatives that will be aimed at improving awareness levels on the benefit of insurance in Rwanda. This position also involves overseeing the production, publication, and dissemination of knowledge produced from activities implemented by ASSAR.


Job Purpose
The objective of this role is to lead the positioning of ASSAR as the knowledge hub on information on the insurance in Rwanda. The purpose of the Knowledge Manager is to guide and support the generation of information from research and provide oversight and management of all consumer education activities.
Working closely with the Executive Director and Manager for Data Management and Analytics, the Manager for Knowledge Management will lead the development of ASSAR’s Knowledge Management and Consumer education strategies and annual work plans.

Strategic Planning and Coordination

  • Implement and communicate a comprehensive consumer education strategy based on an in-depth understanding of the state-of-the insurance sector in Rwanda.

  • Provide strategic leadership to ASSAR knowledge management strategy and initiatives
  • Build and maintain extensive stakeholder networks across the insurance sector that provide insight into the state of the industry and its critical development needs, and provide knowledge which results in improved financial performance of the insurance sectors and behavioral changes among insurance consumers in Rwanda
  • Act in an advisory and expert role to the ASSAR’s executive committee in matters relating to research, information, knowledge, and consumer education.

Writing and editing

  • Ability to write clearly and in a way which makes insurance knowledge accessible to wide audience
  • Ability to write and publish articles, blogs and tweets
  • Significant attention to detail ensuring the highest quality of knowledge products

Administration

  • Ability to monitor and keep track of all programme and contractual deadlines.
  • Excellent hard copy and electronic record keeping skills.
  • Highly organized and computer literate.
  • Process driven and focused on finalizing and disseminating knowledge products.

Contract management

  • Understand and apply the ASSAR’s procedures for contracting - bidding, evaluation and selection, legal frameworks, deliverables, timeframes, payment and closing out.
    Compliance
  • Ability to follow ASSAR’s procedures, policies, and overall compliance.

Scope of Work
This is a full-time senior level position. The Manager for Knowledge Management and Consumer education will work directly with the Executive Director, Manager – Data Management and Analytics as well as various consultants and industry stakeholders.

The Knowledge Manager will fulfill the following tasks and responsibilities:

  • Lead the design and implementation of ASSAR’s Knowledge Management and Consumer Education strategies.
  • Conceptualize and manage ASSAR’s knowledge-based projects which may include website management, newsletters etc.
  • Conceptualize and manage ASSAR’s consumer education projects which may include various insurance sensitization programs through drama, radio, television as well as the design and dissemination of consumer education messages through posters, flyers, comic books etc.
  • Develop and implement appropriate KM tools and guidelines to enhance the knowledge development and sharing culture among ASSAR members.
  • Support the production of various publications and other knowledge products and dissemination of various knowledge products.
  • Build thought leadership and disseminate ASSAR’s contribution to the development of a vibrant and inclusive insurance sector in Rwanda through publications and presentations at workshops and conferences.
  • Support advocacy and lobbying efforts by ASSAR, using knowledge insights from research findings.
  • Develop close working relationships with all key insurance sector stakeholders and supporting partners such as Access to Finance Rwanda and relevant government departments.
  • Build and maintain relationships with key knowledge partners within Africa and globally including but not limited to insurance industry associations within Africa and research organizations that focus on insurance.
  • Support and engage in monitoring of uptake and impact of ASSAR’s knowledge and consumer education products
  • Any other duties as assigned

Deliverables and Outcomes
Successful implementation, analysis and dissemination (workshops, publications, conferences) of ASSAR knowledge management and consumer education activities, ensuring knowledge is generated and shared with ASSAR members and all relevant industry stakeholders in a manner which stimulates industry performance and influences behavior change among consumer for insurance inclusion

Educational Qualifications:

  • Master’s level degree(s) or equivalent in a relevant field, insurance, economics, business management, research.

Experience and Knowledge:

  • Minimum 3 years’ professional experience
  • Relevant experience in conducting, managing and designing consumer education activities
  • Excellent written English communication skills, with focus on knowledge products and descriptive reports for a diverse audience
  • Fluent in local language
  • Exceptional organizational skills, the ability to facilitate communication between various levels of management and work independently in order to meet deadlines
  • Previous experience with knowledge management and consumer education functions highly desirable
