Job Purpose
Under the Supervision of the Director- Legal Services/Board Secretary, the Manager Legal Services will assist with the management and provision of all legal and Board Secretarial services.

Main duties and accountabilities (Without Limitation)
The main duties and responsibilities of Manager Legal Services include;
• Providing legal counsel to the Agency and the Board.
• Advising ZEMA in line with provisions of the Law on enforcement and prosecution under various regulations of the EMA No. 12 of 2011 to ensure good environmental conduct by all parties concerned.
• Ensuring that all legal documents prepared by ZEMA are properly drafted.
• Advising management on legality of environmental management transactions by stakeholders/clients to ensure compliance with the EMA and its Regulations.
• Studying court decisions and recommend changes in wording of environmental management documents and contracts to protect the institution from undue claims.
• Compiling/preparing management and adhoc reports for Information and decision-making
• purposes.
• Handling cases pending before the Courts of law.
• Reviewing the performance of subordinates to ensure that such performance meets management standards/expectations.
• Facilitate the drafting of proposed legislation and guidelines.
• Facilitate Board travel and other logistics.
• Represent the Department at management meetings
• Prepares monthly, quarterly and annual Departmental reports.

Minimum qualification and experience
• Grade 12 School Certificate or its equivalent.
• Degree in Law (LLB).
• Advocate of the High Court for Zambia with a minimum of five (5) years at the Bar.
• Post Graduate qualification in Legal Drafting.
• Masters Degree in Environmental Law will be an added advantage.
• Member of the Law Association of Zambia

Tenure of employment & Remuneration
• Three (3) year contract term, renewable subject to satisfactory performance
