Market Systems Development Officer
Zambia Dairy Transformation Programme
The five Zambia Dairy Transformation Programme (ZDTP) has been working with smallholder and emergent dairy farmers since 2017 to improve business practices and increase the quantity and quality of milk produced.
The ZDTP has been extended by two years (January 2022 to December 2023) to support the commercialisation and up-scaling of the Programme’s most successful interventions.
To support this, we are looking for a Lusaka based Market Systems Development Officer who will be responsible for the Commercialisation of Dairy Technologies and Practices to support sustained growth and development of the dairy industry.

Job Purpose/Summary:
The Market Systems Development Officer will report directly to the Programme Country Manager and will work closely with them and the Field Extension Manager and his team to successfully deliver a market systems development approach across the Zambia dairy industry.
The Market Systems Development Officer will be responsible for all off-farm commercialisation activities and day to day liaison with all the actors involved in these industry services. Key outcomes required are:
• Demonstration of credible business and/or enterprise models for the most promising technologies and practices;
• Linking these commercial models identified in (1) to finance; and in turn
• Linking the commercial models and finance provisions identified in (2) to private sector engagement through Output 2.

Specific duties
Applying market systems development principles, the officer will be required to effectively perform all of the following functions to support the two-year Programme Extension, including but not limited to:
• Silage entrepreneurs – establishment of workable business models for silage entrepreneurs to buy fodder cutters and produce silage for farmers.
• Commercialise extension delivery – establishment of sustainable and scalable market-driven farm extension services.
• Private sector engagement on finance and input supplies – identification and implementation of financing options for the smallholder dairy sector, both with existing financial institutions and the wider stakeholder community.
• Sustainable business model for RTM – commericalise ZDTP’s Real Time Monitoring (RTM) management information system into a sustainable industry asset.
• Support embedding of sound business practices at Milk Collection Centres – Support dairy cooperatives to cement commercial and financially sustainable business practices.
• Documenting commercialisation models – formally document the models so that they are readily accessible to those who have an interest in implementing them.

Qualifications and Experience:
• A Bachelor of Business or Financial Management, or Market Systems, or other relevant qualification from a reputable university or institution;
• Demonstrable experience and understanding of market systems development, corporate governance, strategic planning, financial and business management;
• Excellent understanding of the complexity of providing support to member based organisations;
• Significant experience in people management, stakeholder engagement and working with rural communities;
• Solid financial management experience, including development of business plans, profit and loss statements, cash flow and balance sheets;
• Strong report writing skills;
• Strong interpersonal skills; the ability to make informed, impartial decisions and a commitment to team work and to working across disciplines, cultures and stakeholders at all levels;
• Initiative, attention to detail and known for wanting to do the best and provide practical solutions in difficult situations;
• Ability to be adaptable and willingness to learn;
• Strong focus in delivering quality outcomes;
• Proficient with MS Office applications (Word and Excel are essential);
• Fluent in English, Bemba, Tonga and ideally Lenje; and
• Valid motor vehicle license (automatic AND manual).
