Rwanda Governance Board
Rwanda Governance Board (RGB) was formed from the merging of Rwanda Governance Advisory Council (RGAC) and the National Decentralization Implementation Secretariat (NDIS). In due course, other services have been moved to RGB from different government ministries. These include the department in charge of registration of FBO’s, NGO’s transferred from the Ministry of Local Government, the department in charge of issuing of legal personality to CSO’s transferred from Ministry of Justice and the department of Media development, advocacy and reforms which was transferred from the former Ministry of Information.
The Rwanda Governance Board (RGB) is a public agency with legal personality, administrative and financial autonomy, established by law No 41/2011 of 30/09/2011. It is managed in accordance with Organic law No 06/2009 of 21st December 2009 establishing general provisions governing public institutions functioning and administration.

Job Description
FUNCTIONS AND TASKS
1. Coordinate Media Houses and Journalist’s Associations
• Produce regular reports for RGB on activities of Media Houses and Associations
• Regular update on the status of media houses and associations
• Provide timely advice on how to improve the performance of media houses and associations
2. Conduct Annual Development Journalism Awards (DJA)
• Develop Terms of reference for Development Journalism Awards
• Set criteria for the categories of awards
• Set guidelines for the selection process
• Organize the DJA event
• Produce a report on DJA
3. Support media houses and associations
• Advocate for grants to media houses and associations to strengthen their performance
• Elaborate criteria for eligibility to media development grant
• Analysis and selection of eligible grantees
• Monitor the utilization of media development grants
• Report on grant utilization
4. Monitor performance of Media Houses to identify challenges and recommend appropriate action to promote their effective performance
• Conduct regular status assessments and surveys on media houses and associations
• Identify developments and challenges faced by media houses and associations to inform RMB
Job Profile
A0 in Mass Communication, Journalism, Public Relations, Mass Media, Arts and Language with 3 years of experience or Master’s degree in Mass Communication, Journalism, Public Relations, Mass Media, Arts and Language.
Key Technical Skills and Knowledge required:
A0 in Mass Communication, Journalism, Public Relations, Mass Media, Arts and Language with 3 years of experience or Master’s degree in Mass Communication, Journalism, Public Relations, Mass Media, Arts and Language.
• Extensive knowledge and understanding of the Rwanda Media sector;
• Good knowledge of government media policy and media development strategies
• Extensive knowledge and understanding of the Rwanda governance sector;
• Deep knowledge in policies and laws on access to information
• Knowledge in good governance principles and strategies;
• Analytical, problem - solving and critical thinking skills
• Technical understanding of system being analyzed and how it affects the various business units
• Good at handling files and meeting deadlines.
• Multi - tasking skills and the ability to balance multiple priorities and keep up with project scope changes.
• Able to work well with both internal and external clients
• Good presentation skills and ability to communicate with various audiences, including end users and managers
• Self - starter with leadership skills in order to take charge of or facilitate requirement - gathering sessions.
• Analytical and problem solving skills;
• Time management skills;
• Fluent in Kinyarwanda, English and/or French; knowledge of all is an advantage.
