The USAID Global Health Supply Chain — Procurement and Supply Management (GHSC- PSM} project in Rwanda seeks to recruit a Medical Procurement and Logistics Director.
Background
The USAID Global Health Supply Chain — Procurement and Supply Management (GHSC-PSM} project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3} collaborates with key international stakeholders to support global health initiatives.
The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of U.S. Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the U.S. President‘s Emergency Plan for AIDS Relief {PEPFAR), the President's Malaria Initiative (PMl), and the USAID Office of Population and Reproductive Health (PRH). In supporting USG-funded global health activities, GHSC-PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
Global commodity procurement and logistics
Systems strengthening technical assistance
Global collaboration to improve the long-term availability of health commodities
Purpose
The Medical Procurement and Logistics Director provides overall oversight for procurement management, strategy, and support for all activities related to the procurement of pharmaceutical commodities and associated supplies for HIV/AIDS, Malaria, and PRH with an approximate annual value of $40 million. He/she works closely with the Global Supply Chain (GSC) team based in the USA for global procurement, as well as ensures the procurement of laboratory commodities through the established decentralized procurement mechanism. He/she works closely with MPPD staff to ensure receipt of health commodities at its warehousing facilities and on the reconciliation of shipments and deliveries to facilitate accurate invoicing and payment of management fees.
Principal Duties and Responsibilities
• Ensure that tendering, procurement, and all contract management processes are fair, transparent, and compliant with U.S. Government regulations and that supply sources adhere to U.S. Government criteria and local registration requirements.
• Provide monthly product purchase orders as well as shipment and payment status reports to MPPD for all commodities procured by GHSC-PSM on behalf of the Government of Rwanda (GOR} and update MPPD about any change in the planned delivery schedule as per provided supply plan.
• Provide to MPPD a biweekly report of expected shipment (product shipment plan} to facilitate the organization of receiving process and storage space.
• Ensure all shipments comply with remaining shelf life requirements (At least 75% of remaining shelf life is required for products with less than two years and at least 85% remaining shelf life for products with two or more years‘ total shelf life).
• Work with the Ministry of Health and suppliers on the removal of any rejected goods.
• Oversee provision of technical assistance to MPPD, as outlined in the annual GHSC- PSM Rwanda work plan.
• Responsible for tracking incoming shipments to ensure on time delivery (OTD), reviewing completeness and accuracy of shipping and Proof of Delivery (POD) documentation, and confirming arrival of the right quantity and quality of delivered consignments.
• Manage international supply chain and freight forwarding strategies in collaboration with the GSC team at HQ as appropriate to make cost-effective use of buffer stocks, manufacturers’ fresh supply, and in-country stocks.
• Facilitate expediting of communications with respective parties to ensure that import/export documents are provided in a timely manner to respond to local clearance procedures.
• Ensure coordination with the clearing agents and prepare supporting documents required for clearance.
• Ensure the development and implementation of a capacity building plan for the GHSC-PSM medical procurement and logistics team.
• Maintain auditable records for all managed procured items, including approved supply plans and supporting documentation.
• Respond to ad hoc requests from USAID/Rwanda and GHSC-PSM HQ as necessary.
• Perform other tasks as directed by the Country Director.
• Support the achievement of the overall project goals as required to ensure project performance.
• Supervise staff under medical procurement and logistics directorate.
Required skills and qualifications
• Advanced degree in Supply Chain Management, Pharmacy, Medical Laboratory Technology, Public Health and other related fields with experience in the field of health commodities procurement.
• Member of the Chartered Institute of Purchasing and Supplies (CIPS) is strongly preferred
• Working experience with INCOTERMS rules 2010 is a must.
• At least 5 to 8 years‘ experience in the procurement of health commodities, pharmaceuticals and laboratory reagents, consumables, and supplies for HIV/AIDS, malaria, family planning, and MCH programs.
• Demonstrated experience on contract management and vendor pre-qualification.
• Demonstrated ability to build and maintain working relationships, particularly interacting productively, and comfortably with government agencies.
• Excellent interpersonal skills, sound judgment, communication skills, training experience, the ability to identify and resolve policy and operational constraints.
• Skilled in actively working in high-performing teams and independently deliver expected results
• Knowledge of the Federal Acquisition Regulations (FAR) and experience with a US Government contractor desired.
• Knowledge of procuring laboratory products and/or laboratory equipment strongly preferred.
• Previous experience in either procurement, supply chain audits and or experience with supporting central medical stores is an added advantage
• Ability to prioritize, meets deadlines, and work on multiple tasks.
• Strong customer support skills, including responsiveness and ability to maintain professional working relationships at all levels of the company.
• Self-motivated, interest and experience in managing and supervising technical staff
• Highly organized and detail oriented.
• Excellent spoken, writing and presentation skills in English.
• Level of Effort and Location
• This long-tem position will be based in Kigali, Rwanda, with intermittent travel as required.
Supervision
The Medical Procurement and Logistics Director will report to the Country Director.
