IOM acts with its partners in the international community to: Assist in meeting the growing operational challenges of migration management, advance understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants.

Context
In Zambia, the limited use of migration and mobility data to inform delivery of COVID-19 vaccines, highlights the challenges faced in strengthening migration health information management systems at all levels in the country. While Zambia has adopted a number of policies and practices towards promoting the health of migrants such as free access to primary health care for non-nationals and focused interventions in areas experiencing high levels of population mobility, a lack of measurable and comparable data captured over time on migration health means that progress, as well as gaps, are not examined in a systematic way. Further the lack of evidence also impedes the evaluation and future design of migration health relevant policies and strategies. Strategic investment is required to better understand of how existing and emerging data systems in Zambia can be used to capture the relationship between migration and health, for the greater health of populations. Strengthening migration health data management will be critical and there will be need to support the Government with ensuring that migration data is firstly collected, analysed and finally used for national development and planning especially on health care provision to ensure no one is left behind. One of the required and immediate response to this challenge of data is to have a point person in the Government or working with the Government to work on migration health data management. It is against this background that a Migration Health Information Management Officer is required to fill in this gap to ensure that migration is integrated as a key component for public health and national planning.

Task description
• Under the overall supervision of the Chief of Mission and direct supervision of the Migration Health Project Officer the UN Volunteer will undertake the following tasks:
• Support the Government with the development and establishment of a migration health data management system that ensures that migration data is prioritized, captured, and utilized to ensure equitable distribution of health care services;
• Provide technical assistance to the Ministry of Health to advocate and provide guidance on ways to ensure adequate access to vaccination by target populations and explore ways to monitor access to vaccines for migrants, mobile populations, and advocate for inclusion in national vaccination planning and implementation;
• Participate in national consultations/meetings/workshops for the Zambia Public National Public Health Institute (ZNPHI), Zamstats and any other technical working groups focused on data and evidence generation to ensure migration health data is at the core of national planning;
• Identify and share IOM’s migration health data priorities to various Government departments and other stakeholders to ensure inclusion of migrants and other vulnerable populations in service provision especially during pandemics and other outbreaks;
• Engage and work with higher institutions of learning to advocate inclusion of migration health as a key component of public health and national development planning;
• Assist in arranging workshops and meetings aimed at creating migration health understanding to Government and various stakeholders. This includes capturing and documenting deliberations for action;
• Support consultative meeting/workshops and capacity building activities for country health officials to incorporate migrants and other vulnerable populations in the national targets for COVID-19 vaccination and other general health programmes;
• Collect, analyze, and interpret migration health data at the Ministry of Health for future planning and consideration of migration health.

• This assignment is funded by the government of Japan. The incumbent is expected to work in tandem with an international UN Volunteer.

• Candidate must be a national or legal resident of the country of assignment.

• Required experience
• 3 years of experience in Public health and/or with health information systems.
• Good understanding of migration health especially in the developing countries;
• Experience in information management, project management, research, data analysis and data activity implementation;
• Good understanding of migration or forced displacement data is an advantage;
• Excellent planning and organizing skills;
• Good negotiation skills and ability to influence;
• Good interpersonal skills;
• Ability to work under pressure and deliver on tight deadlines;
• Excellent data collection, analysis, and management skills (research skills).
