Brilliance Executive Management Consultancy Limited (BEMCONSULT) has been engaged by Diakonia Zambia Country Office to assist in the identification and recruitment of qualified and competent professionals from within the NGO sector. This position will be based at their Country Office in Lusaka.
Organization Background
Diakonia is a Swedish faith-based international development organization with the mission and overall goal of changing unfair political, economic, social, and cultural structures that generate poverty, inequality, oppression, and violence. Diakonia has about 400 partner organizations in 30 countries. In Sub-Saharan Africa Diakonia employs over 100 staff at country offices in Mozambique, DRC, Zimbabwe, Zambia, Uganda, Kenya, Somalia, Mali, and Burkina Faso; and the Regional Office in Kenya. Diakonia’s Africa programmes are currently funded by SIDA, Swedish individual sponsors, EU, FCDO, Norway, Denmark, the Netherlands, Switzerland, UN agencies, and private foundations.

About the Project
With financial support from FCDO, Diakonia in Partnership with BBC Media Action is implementing a two-year programme up to November 2024. The project titled Deepening Democracy Facility (DDF) seeks to enhance and deepen democratic practices in Zambia. Envisaged as a highly flexible and adaptive, contextually driven, agile, focused on testing and learning and working towards scale including influencing others, the DDF uses adaptive management that allows it to respond quickly to shifts in the context or capitalize on opportunities for influencing, collaboration, and learning. The DDF’s overall goal is that democracy in Zambia is deepened ahead of the elections, through four broad objectives:
• To reform and strengthen key democratic institutions and processes
• To expand and protect civic space
• To deepen democracy and participation
• To deepen accountability, transparency, and anti-corruption
The programme has three contributing outcomes as follows:
• CSOs and media houses are using their skills to facilitate open discussions on policy issues;
• Constructive engagement between government and civil society; and
• Government actors make significant changes in at least 2 out of 3 policy areas and behaviors identified.
Job Purpose
The Monitoring, Evaluation & Learning (MEL) Coordinator will take the lead on developing and delivering the learning agenda. And will be expected to provide leadership in three key areas; support internal monitoring, evaluation, and learning, support the team to adapt its approach to better influence and catalyse collective action amongst governance actors and internal monitoring, evaluation and learning activities.
Summary of Key Responsibilities:
Organisational Learning and Adaptation
• Lead the project’s efforts to better understand how to improve learning, apply to learn, and build institutional memory within the aid sector by working closely with government officials, a range of donors, civil society actors, the private sector, community members, and other governance stakeholders.
• Design and facilitate learning and reflection events to build an understanding of issues around governance in Zambia.
• Provide advice, guidance, and mentorship to partners (formally and informally) on organizational learning and adaptation.
Internal Monitoring, Evaluation, and Learning
• Lead on the design and facilitating monitoring, evaluation, and learning (MEL) system (including use of the Outcome Harvesting methodology) to facilitate reporting and identify lessons from implementation that can inform programmatic shifts over the life of the programme.
• Lead on data collection, documentation, and knowledge management.
• Produce learning papers (or other learning products).
• Management of the FCDO Annual Review process to ensure that progress and lessons learned are captured and reflected in the FCDO Annual Report
• Support the consortium and downstream partners, to evaluate their work and gather quality data to develop an evidence-based impact analysis.
Support to the team functions
• Collaborate with the Diakonia and BBC Media Action teams during due diligence and capacity assessments of potential partners to build an understanding of current challenges and opportunities for learning and adaptation.
• Work closely with the team to develop tools and practices that can help to sustain institutional memory, and informal and social learning within the governance sector.
• Feed into research and analysis design processes and research Terms of Reference
• Support the outreach strategies around research and analysis activities to help effectively reach target audiences.
Key Working Relationships
• Project Team – work collaboratively with the consortium team to support using learning and evidence from the project’s research, analysis, and outreach work for decision-making.
• Donors, Government, and other Governance Actors – develop and maintain relationships with donors and other governance actors in Zambia.
Required Skills and Competencies;
• Strong problem-solving skills.
• Willingness to undertake regular field visits and interact with different stakeholders
• Ability to work collaboratively and constructively in a team and remote consortium
• Ability to work independently and set ambitious, achievable goals.
• Demonstrated ability to learn quickly and adapt to changing contexts
• High standard of computer literacy
• Capacity to produce high-quality verbal briefs and written reports in English.
Qualifications and Experience
• Degree in Development Studies, Monitoring, and Evaluation, Demography, or any other Social Science.
• Master’s degree in any of the above fields will be an added advantage.
• Must have at least 5 years’ relevant work experience, this includes outcomes harvesting, reporting, documentation, results analysis, monitoring & evaluation.
• Proven Direct experience in Designing and Implementing an M&E System for an Adaptively Managed Commercial Contract or Grant.
• Must have experience with adaptive management methodologies and approaches (such as Problem Driven Iterative Adaptation (PDIA) or strategy testing)
• Experienced in designing, implementing, or overseeing both participatory and theory-based M&E approaches within the INGO/NGO, government, or related sectors.
• Strong experience in the governance sector.
• Experience with learning and knowledge management methods and implementation.
• Experience and comfort in facilitating discussions, sessions, and pedagogical training.
• Experience in strategic planning, program design, and M&E planning development
• Registered member of the Zambia Monitoring and Evaluation Association (ZAMEA)
• Certification in M&E would be an added advantage.
