Position Overview
• Family Health and Nutrition Project (FHN) is a five-year, USAID-funded project that contributes to reduction of maternal mortality and under five mortality through collaboration with Government of the Republic of Zambia (GRZ), Ministry of Health (MOH), communities and other local partners to improve health system performance and to deliver high-quality, accessible reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH&N) care. Working in four provinces, Eastern, Luapula, Muchinga, and Southern, FHN works with MOH provincial and district counterparts to deliver high-quality services, strengthen health systems, and increase community engagement.
• The Monitoring, Evaluation and Knowledge Management Advisor will be accountable for developing and implementing FHN’s KML strategy required to meet the project needs using industry standard KM practices and tools. The position will collaborate with MOH counterparts to strengthen MOH’s KML systems. The KML Advisor will coordinate closely with digital health and information technology staff to establish virtual platforms for knowledge sharing and collaboration between FHN province teams while consolidating and storing required, supporting documents.

Responsibilities:
Monitoring and Evaluation (40% of time)
• Conduct data quality assurance monitoring visits with the provincial staff and other stakeholders and ensure conformance of the program implementation inline to the program objectives, work plans, budget and expected results.
• Support in data accuracy. Conduct secondary data analysis of routine program data to identify evidence-based best practices for scale up.
• Aggregate data on a regular basis to measure achievement against the performance indicators.
• Follow up with provincial offices on community HMIS data collection, tracking and reporting on community interventions status.

Knowledge Management (60% of time)
• Create and implement FHN’s KM strategy and coordinate with MERL Directors to develop FHN learning and operations research plan.
• Support in development and dissemination of knowledge products produced by the projects with wider stakeholders both in a local and global level through various platforms and channels;
• Establish virtual platforms to accommodate knowledge sharing and collaboration across the project.
• Conduct outcome harvesting and implement targeted data collection/analysis to inform decision making around program implementation.
• Help identify lessons learned, best practices and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
• Work with the provincial teams to document and track quality improvement projects.
• Convene routine KML events with RMNCAH CoC Program, MOH, USAID, and other implementing partners.
• Participate in the preparation of work plans, target setting, budgets, M&E plans and performance frameworks for the program.
• Support MEL Director to create and populate standardized performance dashboards to inform decision-making and make program improvements.
• Create and update FHN communication materials including project briefs, strategy briefs, and TA approaches.
• Maintain knowledge management products repository system.

Qualifications
• Advanced degree in organizational development, communications, public health, or related field
• 10 years of experience and proven track record of designing and implementing a successful KM system in an international organization
• Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
• Knowledge of qualitative and quantitative methods and data collection and analysis methodologies.
• Excellent verbal, written, and presentation skills
