Overview of the Role
• Cities and Infrastructure for Growth Zambia (CIGZambia) is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to oversee and implement the MEL framework for a well-established programme. Now in its fifth year of implementation, the programme has a fully developed MEL system in place and is entering its final two years. The focus of this role will be on ensuring the smooth oversight and execution of existing MEL activities rather than on designing or developing new frameworks.
Key Responsibilities:
• Oversight of MEL Processes: Take over the oversight and implementation of an already developed MEL system. Identify areas to improve the existing MEL framework to better support effective implementation across all programme activities.
• Monitoring and Data Management: Work with Project Delivery Managers and Project Coordinators to oversee the data collection, analysis, and reporting processes to ensure accurate tracking of programme performance. Ensure the MEL system remains up-to-date and responsive to programme needs, with clear alignment to established indicators.
• Evaluation and Reporting: Develop high-quality MEL reports that meet donor (FCDO) requirements and internal reporting timelines for Quarterly and Annual reports, while providing concise, data-driven insights through written reports, utilizing data visualizations and infographics as necessary.
• Learning and Adaptation: Support the programme in identifying lessons learned and applying them to enhance ongoing and future activities.
• Supporting external evaluations: Leading programme team interactions with external evaluation teams during FCDO reviews of CIGZambia.
Key Skills and Experience:
• Experience: Relevant experience in manager/leadership roles in MEL, including oversight and implementation of existing MEL systems in development programmes.
• Technical Skills: Expertise in managing MEL frameworks, tools, and processes, with an emphasis on data collection, management, and reporting.
• Reporting: Proven ability to generate detailed reports and present MEL data using accessible formats, including visual tools like infographics.
• Learning Focus: Experience in using MEL data to inform adaptive management and promote continuous improvement.
• Communication: Full proficiency in English, with excellent written and verbal communication skills.
• Context: Experience working in the context of multi-year development programmes, ideally with an understanding of donor expectations, particularly FCDO.
