Local Administrative Entities Development Agency (LODA)
The Local Administrative Entities Development Agency (LODA) is a Government Fund under the supervision of MINALOC. It was established by law n°62/2013 of 27/08/2013 establishing the Local Administrative Entities Development Agency (LODA) and determining its responsibilities, organization and functioning.
LODA replaces and takes over all the responsibilities, mission and vision formerly assigned to RLDSF. In the framework of implementing the local economic and community development polices and strategies, social protection and poverty reduction programs.
LODA focuses on Local Economic & Community Development, Social Protection, capacity building of local administrative entities within the scope of its mission. Moreover, LODA does monitoring and evaluation on the implementation process of development programs in Local Governments with the view of contributing to the capacity building of population and decentralized entities as well as reducing extreme poverty in the country.

JOB DETAILS:
Job Description
• Develop and employ a systematic approach for data collection, and methodologies to ensure the project’s statistical data, reporting, quality and timeliness of reporting on project are met
• Track, report, and update objectives, activities, key indicators and results over the life of projects
• Collect data for all indicators to track implementation, identify the requirement for collecting baseline data,
• Provide input and update information related to project outcomes
• Prepare monthly, quarterly and annual reports on project progress based on project activities and indicators;
• Support other project staff through spot checks in the field in order to identify and solve problems in implementation from data gathered;
• Assist the six secondary cities with the mainstreaming of project M&E system
• Develop a strategy for integrating and further developing the RUDP impact monitoring
• Work with other project staff and LODA staff to establish project budgets with clear physical targets;
• Monitor the project disbursement to Districts
• Work with Districts to improve the timeliness, completeness and accuracy of financial and implementation progress reporting,
• Design and delivery capacity building programs in M&E to District
• Assist with the establishment of Key Performance Indicators and other management metrics for the project;
• Undertake risk analyses and develop an overarching framework for safeguard policies for the project, including mitigation strategies for fiduciary risk;
• Support monitoring of compliance with environmental and social safeguarding procedures for the RUDP as per approved safeguarding frameworks,
• Support the implementation of recommendations from different RUDP assessments in relation to project management and fiduciary processes (including procurement);
• Regularly review project performance and ensure that risks are identified and mitigation is effectively and promptly applied,
• Follow up on the implementation status for agreed actions highlighted in the Aide - memoires
Job Profile
• Bachelor’s degree in Economics, Development Studies, Management, Regional Planning, Project Management, Community development with at least 5 years’ of experience in M&E of development partners funded projects/programs. OR Master’s degree in the same fields with at least 3 years’ of experience in M&E of development partners funded projects/programs
Key Technical Skills & Knowledge required:
• Extensive knowledge and understanding of the Decentralization system in Rwanda;
• Knowledge of results based management, logical framework approach, strategic planning processes and tools;
• Knowledge of drafting Action Plans and Operational Plans;
• Knowledge to conduct policy and analysis and draft proposals
• Knowledge of Monitoring and Evaluation concepts, systems and tools;
• Computer Skills;
• Communication Skills;
• Analytical & Complex Problem Solving Skills;
• Time management Skills;
• Team working Skills;
• Fluent in Kinyarwanda, English and/ or French.
