JOB DETAILS:
Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 513,913 ( Zambian Kwacha) yearly.
Introduction
The International Labour Organization, with funding from the European Union (EU) is supporting the Government of Zambia through the Technical Education, Vocational and Entrepreneurship Training Authority (TEVETA) to implement a 4 year project aimed at contributing towards the improvement of employability of labour force for both women and men by the year 2023. The objectives will be achieved through three complementary areas. The activities will focus on the governance and management structures of Zambia’s TEVET system, the upgrading and maintenance of training facilities and curriculum development. Private sector involvement will be consistently sought, for the updating of the curricula. In addition, the specific objectives of the project are; Enhanced capacities of TEVET Institutions and selected TEVET Regulatory bodies, curricula are reviewed and updated to respond to labour market demands and Improved private sector access to relevant skills in selected strategic/priority sectors is improved.
The project aims at facilitating provision of quality and relevant skills for labour market. Research has identified significant gaps between labour demand and supply, both in terms of number of qualified workers and the relevance of skills and competencies, as one of the main obstacles for investments and increased productivity. One of the main underlying causes is attributed to outdated curricula (not responsive to labour market needs), which is largely oriented to academic achievements rather than to opportunities for employment or enterprise creation. Another challenge is insufficient or outdated equipment and teaching aids coupled with limited access to industry exposure during training. In addition Low morale, unprofessionalism of teachers, Low teacher training capacity and negative attitudes of staff and students have also contributed to poor learning outcomes in TEVET institutions.
The International Labour Organization (ILO) seeks to recruit a National Project Coordinator (NPC) to spearhead skills related project activities. The NPC will be working in a project team consisting of international and national experts and based in Lusaka.
Reporting lines
Under the overall guidance of the ILO Director for Country Office Director for Zambia, Malawi and Mozambique, the incumbent will be reporting to the Chief Technical Advisor for guidance and day-to-day reporting. S/he will also work closely with the Skills Specialist based at the ILO Decent Work Team in Pretoria. .

Description of Duties
1. Lead the project timely implementation, Monitoring and Evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
2. Monitor progress of the skills component interventions by reviewing, verifying and analyzing workplans, progress reports, final reports and other data for clarity, consistency and completeness. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
3. Provide programming support to cooperation activities in the area of skills to Ministry of Higher Education and TEVET under the project.
4. Contribute proposals for programme/project development and serve as national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of ILO programmes, projects and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
5. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
6. Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work.
7. Maintain close cooperation and coordination with government, employers’ and workers’ organizations in the planning and implementation of activities under the project.
8. Establish and develop knowledge management system covering skills development interventions under the project.
9. Develop and maintain strong links with Skills Specialists within the ILO Decent Work Team in Pretoria other colleagues in the field and HQ on specific technical areas requiring comprehensive and collaborative interventions.
10. Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
11. Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of CO-Lusaka maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
12. Actively contribute to resource mobilization and development of country programming objectives in collaboration with ILO team in the country.
13. Perform other related duties as assigned by the hierarchy.

• Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
• Ability to work independently with a minimum of supervision.


Required qualifications
Education
• First level university degree in a technical field related to Economics, Social Science, Development Studies, or related field and strong knowledge on Development/Skills. A Master`s degree is an added advantage.
Experience
• At least three years of experience in Skills Development, Project Management and familiar with skills systems (both demand and supply sides) and Technical and Vocational Education and Training (TVET). Good knowledge of Labour Market Information, Skills Anticipation processes as well as socio-economic landscape of Zambia. Added advantage in working an International Development Organization. Knowledge and competence in M&E is an added advantage.
• Technical requirements: Good knowledge of labour economics as well as economic developments, poverty reduction, and social policies. Knowledge of the policy making process.
Languages
• Excellent command of English and good knowledge of another official language of the duty station.
