Job description:
Job Title: Statutory Compliance Officer

Site: Kansanshi Mining Plc
Department: Engineering
Section: Statutory Compliance
Position Reports To: Superintendent Statutory Compliance
Grade: 15

Purpose
• To ensure that the organisation has internal controls that adequately measures and manages legal and ethical risks

Key Responsibilities
This position will be required to adhere to all relevant requirements, policies, procedures and legal regulations pertaining to health, safety, environment and quality, as well as finance, human resources, and any other regulations as required by the company and relevant to the level of the role and responsibilities of the function.
• To ensure that the Engineering Department acquires the necessary legal licenses related to the Engineering Functions for labour and equipment for it to operate within the confines of the applicable national laws and best international standards.
• To safely arrange and execute where necessary inspections, examinations and testing of statutory equipment (pressure vessels, lifting equipment, standard weights and scales, radiation sources and any statutory equipment mentioned in the statutes related to Engineering Activities…etc.
• Reporting to Mines Safety Department Reportable Incidents / Accidents according to The Mines and Minerals Development Act. The reporting must be done in consultation with the Manager.
• Coordinating with the relevant Government Regulators/Inspectors who visit the Mine to inspect, examine and test or audit respective statutory equipment (Pressure Vessels, Lifting Equipment, high tension switching equipment tests …etc.).
• Coordinating Assizing exercise for Standard weights, Scales, Weigh bridges…etc. by Zambia Metrology Department
• Application and acquisition of licenses from the Engineering Institution of Zambia for Company and Engineering Professionals; ZICTA for land and mobile radio channels and frequencies; Radiation by licensing the Company and all radiation sources and x-rays on Site; ZMA for licensing all standard weights and scales in use on Site; NCC licenses.
• Safeguarding of certificates, licenses, legal appointment letters for competent persons and equipment log books/registers.
• Company Liaison / Correspondence with quasi-government and government institutions i.e. Mines Safety Department, Engineering Institution of Zambia /Engineer’s Registration Board, National Council for Construction (Regional office & HQs), Radiation Protection Authority, Zambia Weights & Measures(ZMA), ZICTA.
• Ensuring 100% statutory compliance for the Engineering Department and the company, including the active contractors on site with legislative regulations.
• The Statutory Compliance Officer will not be allowed to disclose any confidential information, verbally or in writing without obtaining authorization from the Engineering Manager. This excludes, the routine documents that need to be made available for the relevant Government Officials (Statutory licenses & permits, legal appointments…etc.).

Qualifications
• Academic : Minimum of a Grade 12 Certificate or Equivalent
• Professional : Minimum Diploma in Engineering, preferably Electrical or similar field

Experience
• Minimum : Able to be appointed Under Mining Regulations 209(1) a or 210(1) a
• Membership : Practicing License ERB
