Job Title: Human Resources Consultant
Department/Unit: Finance & Administration
Location: Lusaka, Zambia
Duration: Three (3) Months Consultancy
Reports to: Operations Consultant

Background:
The USAID Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP II) Activity is a five-year project to address the needs of people living with HIV (PLHIV) and those most at risk of acquiring HIV and contribute to HIV mitigation and epidemic control, improving the health outcomes of priority populations in the highest HIV-burden provinces of Zambia. USAID CHEKUP II is implemented by John Snow Health Zambia (JSH).
Position Description:
JSH is seeking to engage an insightful, detail-oriented, and experienced individual as a Human Resource Consultant for its Lusaka office. The HR Consultant contributes to the accomplishment of HR practices and objectives by supporting the full employee life cycle from recruitment, and induction to exit, and by providing administrative support in the day-to-day running of HR activities. The HR Consultant will report to the Operations Consultant and work in close collaboration with district operations staff.

Roles and Responsibilities:
• Provide HR related advice to managers and staff in relation to employment contracts, terms of employment, and the interpretation of agreements, the law, and policies.
• Contribute to the development, review, and maintenance of human resource policies, practices, and procedures for staff, consultancies and volunteers
• Manage human resource cases including disciplinary matters, health and safety, and child safeguarding,
• Assist in the development and interpretation of human resource data, to assist business units with workforce planning and operational matters.
• Assist business units with recruitment and selection processes, including creating and updating job descriptions, and providing accurate and timely advice on throughout the phases of recruitment and selection.
• Actively participate in operational HR planning, including assisting in consultation processes with internal stakeholders.
• Lead the onboarding orientation, trainings, goal setting, HR online management system training etc

Qualifications:
• Bachelor’s degree in Human Resource Management or Business Administration required.
• Minimum of five years’ work experience in HR, preferably having worked as HR Consultant with an International or local NGO on a similar project or company.
• Good knowledge of HR best practices and standards.
• Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and
• Practices. Good understanding of the local labor law.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing
• Effective oral and written communication skills.
• Excellent interpersonal skills.
• Valid ZIHRM license
• Able to exhibit a high level of confidentiality.
• Excellent organizational skills and attention to detail.
• Must be able to identify and resolve problems in a timely manner.
• Must be able to gather and analyze information skillfully.
Supervision and Reporting:
This position will work under the guidance and supervision of the Operations Consultant.

Job Title: Administrative Consultant
Department/Unit: Finance & Administration
Location: Lusaka, Zambia
Duration: 3 Months Consultancy
Reports to: Operations Consultant

Position Description:
JSH seeks to engage a dynamic and highly experienced individual as an administrative consultant to be based in Lusaka, Zambia. The Administrative consultant will provide support to the general start-up activities of the office. The Administrative consultant will report to the Operations Consultant and help in achieving the project’s goals and objectives.

Roles and Responsibilities:
• Raise, and track Administration Purchase Requests and procurement needs
• Providing Logistics/Administrative support, booking of flights and hotel venues, accommodation for International meetings and workshops, and preparing/organizing meetings and workshop materials for project staff
• Assist in raising of LPOs and tracking all invoices
• Inventory records management
• Manage office transportation needs
• Provide support to the office which includes scheduling meetings, mail, and phone call routing
• Maintain schedules and supervise security and cleaning/maintenance vendors
• Supervision of the Office Assistants and general office cleanliness
• Any other administrative work assigned by the supervisor

Qualifications:
• Higher Diploma or degree in any business-related field desirable.
• At least 5 years of role-related experience
• Experience with basic financial clerical duties.
• Confident and proficient in the use of MS office (particularly word & Excel)
• Good communication / written skills
• Ability to take initiative and work in teams.
• Experience working with an NGO preferred.
• Ability to use a four-wheel drive
• Paid member of a relevant professional body.

The Administrative Consultant will work under the guidance and supervision of the Operations Consultant.

Job Title: Procurement Consultant
Department/Unit: Procurement
Location: Lusaka, Zambia
Duration: Short-Term Consultancy (3 months)
Reports to: Operations Consultant

Background:
The USAID Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP II) Activity is a five-year project to address the needs of people living with HIV (PLHIV) and those most at risk of acquiring HIV and contribute to HIV mitigation and epidemic control, improving the health outcomes of priority populations in the highest HIV-burden provinces of Zambia. USAID CHEKUP II is implemented by John Snow Health Zambia (JSH).
Position Description:
The Procurement Consultant will be responsible for a variety of local and international procurements for both operations and programmatic, use ensuring compliance with all donor requirements. The Procurement Consultant will report to the Operations Consultant and help in achieving the project’s goals and objectives.

Roles and Responsibilities:
• Prepare tender documents; undertake tender evaluations, placements, and management of contracts.
• Ensure all purchase orders are raised in compliance with CHECKUP II policies and ensure that all applicable FAR guidelines are followed and all required waivers and documentation are in place.
• Maintain auditable records for all procured items which include all supporting documentation: FPRs, FPQs, bid evaluations with a memorandum of negotiation, purchase orders, invoices, and proofs of delivery.
• Act as a focal point of interaction with the CHECKUP II Project backstopping team in all areas concerning procurement
• Work with CHECKUP II staff on how to pre-qualify vendors for some procurements (e.g. quotes from hotels valid for 6 to 12 months)
• Work with staff on procurement guidelines, ensuring that staff develop the capacity to follow all applicable procurement rules correctly.
• Following verification of satisfactory receipt of goods or services, timely submission of payment with complete documentation to CHECKUP II Finance dept.
• Provide monthly cash flow needs for local procurement to the CHECKUP II Finance team in line with respective team budgets to ensure timely payment of local suppliers.
• Monitor supplier performance and provide input into the supplier management process
• Produce periodic status reports on procurement as required by CHECKUP II & USAID.
• Implement and adhere to CHEKUP II’s personnel and fraud management policies.

Qualifications:
• Degree in procurement, supply chain logistics, or any related field and 5 years of experience in procurement of goods and services.
• Sound knowledge of USAID procurement regulations.
• Understanding of strategic sourcing.
• Strong representational and interpersonal skills.
• Must be a detail-oriented person with good organizational skills.
• Good written and verbal communication and presentation skills in English.
• Proficiency in common computer packages such as Word and Excel and familiar with the use of databases.
• Strong initiative and self-motivation required, with a commitment to teamwork.
• Experience working with an NGO preferred.
• Current member of ZIPS

Position Description:
JSH seeks to engage a dynamic and experienced individual as a Finance and Grants Consultant to be based in Lusaka, Zambia. S/he will manage Project finances and work closely with the Project Leadership in the Lusaka office, as well as liaise with Project staff in district offices. This position will report to the Operations Consultant and help in achieving the project’s goals and objectives.

Roles and Responsibilities:
• Setup and Oversight of all the Project’s financial databases
• Responsible for the bi-weekly management, reconciliation and reporting of staff advances.
• Review and approve advance reconciliation reports.
• Support district office staff in financial activities, expensing, projecting and reporting.
• Responsible for the review of the List Inventory of the office inventory items
• Process online payments and transfers.
• Ensures compliance with all project legal requirements, including employee taxes.
• Process monthly payroll and statutory submissions.
• Engages in financial reporting as required by the leadership
• Support with Subrecipient risk assessments or baseline assessments
• Assist the Operations Consultant to finalize all subrecipient agreements and compliance requirements
• Support the Operations Consultant to onboard, orient and train local partners
• Ensure monthly reports and support documentation are completed on a timely basis.
• Assist with continuous cost projections and on a timely basis provide cost analysis of specific activities.
• In relation to all procurement reviews, ensure all comparison charts are accurate and all support documentation is complete prior to submission for a Purchase Order.
• Ensure that all Local Purchase Orders (LPOs). are tracked, monitored and replenished from ZRA as needed.
• Review of monthly E-record documentation for payment vouchers through the e-filing system
• Ensure that all contractual payments for services and goods are tracked and monitored including timely payment to the vendor.
• Assist with the development and implementation of new/revised accounting policies procedures and internal controls.
• Maintain and monitor a system of internal controls including the preparation of internal and JSH office financial reviews and/or audits
• Implement and adhere to JSH’s personnel, finance, operations and fraud management policies.
• Travel as needed to district offices for support.

Qualifications:
• Full ACCA /CIMA or Bachelor’s degree in Accounting.
• Demonstrated experience (5) years of financial experience in a USAID-funded project and knowledge of USAID rules and regulations strongly preferred.
• Excellent verbal and written English.
• Proven record of systems strengthening and internal controls.
• Ability to take initiative and work and lead teams.
• Proficiency in Microsoft Word and Excel required.
• Paid member of a relevant professional body.
Supervision and Reporting:
This position will work under the guidance and supervision of the Operations Consultant.
