Position Purpose Pact seeks an experienced Senior Technical Advisor – Social and Behavior Change (STA-SBC) for the USAID/Zambia Integrated Health Activity (ZIHA). USAID/Zambia intends to award a $120M contract to support the USAID and PEPFAR objectives of 95/95/95. ZIHA will improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and FP/RH services, products, and information, and strengthen integration of these services at the health facility and community levels when applicable. The STA-SBC will provide technical leadership and manage implementation of strategic social and behavior change interventions at community, provider, household, and individual levels to increase uptake and adherence to integrated HIV, TB, MNCH and FP services and health seeking-behaviors. The STA-SBC will lead strategies to promote personal agency and community engagement around health interventions and sustain demand for services. ZIHA is anticipated to be a five-year activity. This position is contingent upon award and is anticipated to be based in Lusaka.
Key Responsibilities • Provide technical leadership, guidance, and support in engaging priority populations and community stakeholders in designing, planning, and tailoring SBC interventions that address drivers and barriers to adoption of healthy behaviors.
• Lead project strategies to routinely collaborate and engage with communities to implement SBC activities that address social and cultural barriers to use of health services and adoption of healthy behaviors.
• Identify and develop program guidance for the implementation of innovative and low-cost SBC models and solutions that aim to increase personal agency and improve care-seeking behaviors.
• Coordinate targeted capacity building to improve client-provider interactions at the point of service delivery through high-quality training, mentoring, and technical assistance.
• Lead the integration of appropriate, evidence-based mental health support services, as part of ensuring comprehensive client-centered HIV, TB/HIV, MNCH and FP services.
• Provide input into the SBC components of project workplans, reports, and budget, and participate in project level processes to ensure integration with other project components.
• Monitor the implementation of SBC activities, ensuring that SBC objectives, targets, and deliverables are achieved on time and on budget.
• Liaise with USAID and key stakeholders, including MOH, civil society, private sector, and other USAID projects, on SBC issues relevant to the project.
• Participate in technical working groups addressing SBC issues linked to the project.
Basic Requirements • Graduate degree from an accredited university in health promotion, community health, public health communications, social sciences, or a relevant field.
• Minimum of 8 years of experience in a senior leadership role in the health sector, with emphasis on leading SBC strategies and implementation for HIV, TB/HIV, MNCH, and/or FP.
• Demonstrated competencies in designing and implementing SBC activities and community engagement processes for demand generation and uptake of HIV, TB, MCNH, and/or FP services in large-scale, complex, international development assistance programs, preferably with USAID and PEPFAR-funded programs.
• In-depth understanding and knowledge of Zambia’s SBC/community health structures and programming, as well as socio-cultural environment influencing drivers and barriers to service uptake and care seeking.
• Experience leading technical teams, achieving deliverables, and working under USAID contracts preferred.
• Demonstrated ability to work in complex environments, and work with and between different stakeholders.
• Ability to develop and maintain strong relationships with government and civil society stakeholders.
• Demonstrated skills in problem solving and consensus building.
• Strong professional written and oral communications skills in English.
• Ability to travel within Zambia and occasionally internationally, when health and safety concerns regarding COVID-19 diminish.
Preferred Qualifications • Knowledge of the political, social, and economic context of Zambia.

USAID/Zambia intends to award a $120M contract to support the USAID and PEPFAR objectives of 95/95/95, and to provide service delivery and technical assistance to improve MNCH and FP/RH services. ZIHA will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to Zambians. This is anticipated to be a five-year activity. This position is contingent upon award and this position is anticipated to be based in Lusaka.
Key Responsibilities • Accountable for efficient resource deployment and use, program accounting and financial reporting, and related reporting and ensuring compliance with USAID financial and accounting rules and regulations.
• Provide overall procurement, financial, operational, safety and security, and compliance support to ZIHA.
• Oversee management of sub-contracts and Grants under Contracts (GUCs).
• Accountable for ensuring that funds expended are compliant with US government regulations and policies.
• Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.
• Initiate, develop, maintain, and revise policies and procedures for the general operation of the finance and compliance program and its related activities and to promote cost efficiency and compliance with all rules and regulations.
• Identify potential areas of financial and compliance vulnerability and risk and develop or implement corrective action plans to resolve problematic issues.
• Ensure proper financial documentation and reporting; establish and provide direction and management of project funds.
• Lead and oversee the development, management and complete life cycle of a variety of possible procurement mechanisms, including but not limited to purchase orders, sub-contracts, and/or GUCs.
• Accountable for managing the contract budget, tracking project spending and preparing financial reports for submission to USAID.
• Develop, implement, and adjust when required the ZIHA’s safety and security strategy and protocols, and serves as the point of contact for the person in charge of security at USAID for any issue related to security reports and procedures.
• Mentor and supervise finance, operations, and other staff engaged in the activities noted here.
Basic Requirements • Graduate degree in Business Administration, Finance, or Accounting or equivalent.
• Minimum of 8 years’ progressive leadership and experience in accounting, operations, and finance management of large-scale, complex, international development assistance programs is required.
• Minimum of 5 years’ experience managing diverse teams of professional staff is required.
• Minimum of 5 years’ of relevant USG grants and contract management experience is required.
• Registration with the Zambian Institute of Chartered Accountants (ZICA) is required.
• Demonstrable experience with management and/or administration for USAID projects, including experience managing sub-contracts and GUCs.
• Knowledge of U.S. government references including OMB Circulars (e.g., A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR.
• Demonstrated skills in problem solving and consensus building.
• Ability to travel within Zambia and occasionally internationally when health and safety concerns regarding COVID-19 diminish.
• Proficiency in relevant computer applications and databases.
Preferred Qualifications • Experience with accounting software such as Serenic, Navigator, ERPs, ACCPAC, or others.

Key Responsibilities • Provide technical leadership, guidance, and support in building the capacity of the Government of Zambia (GRZ) and community-based structures to lead and manage local health systems that provide quality, integrated health services to vulnerable populations.
• Provide technical expertise on HSS issues, including but not limited to service delivery integration and quality; policy formulation and dissemination; human resources for health; supply chain management; monitoring, planning and coordination; and/or health systems resilience to public health threats.
• Serve as the primary point of contact for GRZ partners, including the Ministry of Health (MOH), for coordination and provision of technical assistance on HSS.
• Lead the implementation of a site-by-site transition plan to shift project support from direct service delivery to technical assistance in focus districts and provinces, based on agreed upon criteria and milestones.
• Provide targeted capacity building to Provincial and District Health Officers (P/DHOs) in translating national policies into action and implementing HSS initiatives that strengthen coordination and effective integration of HIV, TB, MNCH and FP services.
• Provide input into HSS components of project workplans, reports, and budget, and participate in project level processes to ensure integration with other project components.
