Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. Organizational Context
The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Southern Africa Country Cluster office supports 10 countries – Angola, South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe. The 2018/2019 rain season was characterized by low rainfall and prolonged dry spells which negatively affected the agriculture sector, particularly crop and livestock production. The government of Zambia through the ZVAC undertook an assessment of the impact of the drought situation on different sectors during the month of May 2019. The food security situation is estimated to likely deteriorate during the lean season. The official report highlights that 1.7 million people are currently food insecure and this figure is projected to increase to 2.3 million between October 2019 and the end of the current consumption period, March 2020. Of the total population, 1,840,000 people are in crises (phase 3) and 410,000 people are in emergency (phase 4). Southern, Western, North western and parts of Eastern provinces are the most severely affected. The IFRC launched an Emergency Appeal seeking a total of 3,5 million Swiss francs to enable the Zambia Red Cross Society (ZRCS) to deliver assistance and support recovery of 57,064 people (9,510 households) for 18 months with a focus on the following areas: Livelihoods and Basic Needs, Health, Water Sanitation and Hygiene (WASH), Protection Gender and Inclusion (PGI), Community Engagement and Accountability (CEA) and National Society Capacity Strengthening. Zambia, like many other countries in the African region, has not been spared from this pandemic with the number of confirmed COVID-19 cases as at 17th May, 2020 standing at 735 with 7 deaths since the confirmation of its first cases on 18th March 2020. According to the Ministry of Health, over 17,354 tests have since been administered across the country so far to keep track of the evolution of the pandemic and to curb its spread through early identification, quarantine and treatment of those infected. The pandemic has affected Lusaka, Central, Copperbelt Muchinga and North-western provinces Zambia Red Cross is also affected by the Covid -19 Pandemic and has been responding with the support of IFRC and its bilateral partners. br/> Job Purpose
The IFRC is looking for a suitable candidate to coordinate and manage the Emergency Appeal operations in support of Zambia Red Cross Society (ZRCS). The ZRCS intends to deliver assistance and support recovery of 57,064 people (9,510 households) for 18 months with a focus on the following areas: Livelihoods and Basic Needs, Health, Water Sanitation and Hygiene (WASH), Protection Gender and Inclusion (PGI), Community Engagement and Accountability (CEA) and National Society Capacity Strengthening. br/> The Candidate will support the NS to ensure timely implementation and synergies between Covid-19 response operation of IFRC and other partners supporting Zambia RC. .
Job Duties and Responsibilities
Based in Lusaka, Zambia with extensive travel to program areas the Operations Coordinator will:
• Support the Zambia Red Cross Society (ERCS) to manage the Emergency Appeal operations (Food Security and Covid-19) in line with approved interventions.
• Support the National Society set up cash and voucher assistance systems and build its related capacities.
• Support Zambia RC, partner National Societies, IFRC in coordination and promote culture of working together and increase RC visibility.
• Provide counterpart role Zambia RC in day to day operational planning, keeping implementation on right track.
• Timely deliver EPoA, budget, reports, operational updates, revision of EA, and pledge-based reports.
• In close collaboration with the NS ensure that response operations are well coordinated and integrated into existing programmes of the NS.
• Ensure that the response is based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, procedures and tools.
• Support the NS in setting up the structure needed to ensure that all components of the response are planned and carried out in a coordinated, collaborative and integrated manner with Movement and external partners.
• Support the NS in establishing an effective information management system for the response, including statistics.
• Ensure sound financial management is understood and applied to the IFRC Eas, that budgets are monitored and any problems identified and solutions implemented in timely and effective manner.

Qualifications
Education
• Relevant University degree
• IMPACT course or equivalent knowledge
Experience
• 5 years of experience in disaster management, cash and voucher assistance experience
• 3 Years experience in managing community-based programmes/public health in emergencies.
• Experience of working for the Red Cross/Red Crescent Movement.
• Experience of setting up, managing and coordinating disaster response, including leading multi-national response teams.
• Experience of conducting trainings
