About APHRC

About the CPSE project.
To address these challenges, APHRC is implementing 4-year research, advocacy, and a capacity-strengthening project funded by the Swedish International Development Cooperation Agency (SIDA) entitled-Challenging the Politics of Social Exclusion (CPSE). The CPSE project has three focal SRHR issues:
1. The sexual and reproductive health and the rights of adolescents;
2. Access to safe abortion and post-abortion care; and
3. The discrimination of LGBT populations.
The project is being implemented in seven (7) countries in Kenya, Rwanda, Zambia, Malawi, Sierra Leone, Burkina Faso, and Liberia. It will also involve working with regional economic communities: EAC, EALA, SADC, SADC PF, AU, and ECOWAS as well as working with several UN agencies and CSO’s. The project is intended to generate the evidence needed to improve understanding in this landscape; identify knowledge gaps that, if filled, will help in awareness-raising; leverage on available entry-points for advocacy to change policy and practice, and strengthen the capacity of key actors in the sector to use evidence in furthering their advocacy agenda and enhance policy discussions on these topics
Objectives of the training
The CPSE team is working in a complex environment on complex matters through research and policy engagement. The project entails working with a multiplicity of actors including research, CSO, government, media, private sector, regional economic blocs, and religious bodies on the three contentious issues. In this programming environment, it is very challenging to exactly pinpoint the relations of cause and effect in monitoring and evaluation work. Therefore, the project seeks to strengthen its internal capacity and the capacity of partners to understand and apply the outcome harvesting approach (OH) in their work. The CPSE team believes that OH is a relevant and critical tool to use in monitoring and evaluation work on research and policy engagement for the project and project partners.
Scope of the assignment
APHRC through the CPSE project intends to strengthen the capacity of the partners that it currently works with. These partners are located in the East Africa region, the Southern African Development Cooperation parliamentary forum, and the Economic Community of West African States through the West Africa health organization (WAHO). Participants will include CSO’s, government officials, and other diverse stakeholders.
We anticipate having one training per region, however, there is a likelihood of having more than one training, as demonstrated by high demand from the East African region. We intend to have at most 20 participants per training.
Methodology
The training will be conducted virtually in a participatory way.
Expected deliverables
• Quality and relevant training materials developed and shared with APHRC.
• The training agenda developed and shared with APHRC for review.
• Lead and deliver quality training.
• Brief training report covering the content developed including feedback from participants and shared with APHRC. .

Role and responsibilities
Consultant trainer
• Design of the Outcome Harvest training agenda that is relevant to the project and SRHR.
• Develop relevant training material
• Review relevant documentation provided by APHRC.
• Deliver the training.
• Submit to APHRC a quality training report on the content covered including feedback from the participants.
• Conduct all of the above in a timely and responsive fashion.
APHRC
• Manage and supervise the consultant.
• Support the consultant to access any relevant project documents.
• Mobilize training participants.
• Organize the logistics of the training.
• Conduct all of the above in a timely and responsive manner.

Requirements and selection criteria for the trainers
• Master’s degree in development or health, social science, or related field.
• Proven experience conducting Outcome Harvesting training.
• Experience working in conducting virtual meetings preferred.
• Experience working in Africa preferred and in SRHR.
• Proven advanced and expert level understanding of outcome harvesting.
• Fluency in spoken and written English.
The trainer/s will be assessed against the following
• The trainer/s capacity against the minimum requirements outlined above.
• Demonstrated understanding of the TOR and quality of the proposal to meet the needs of the review to a high standard.
• Ability to work autonomously.
• Ability to deliver the Outcome Harvesting promptly.

Consultancy Period
The period of this consultancy will be pro-rated working days starting in September 2020.
Management
The consultant will be managed by the CPSE project manager and the Advocacy unit manager.
Bid Requirements
Consultants who meet the requirements of this assignment should submit an Expression of Interest of Maximum 10 PAGES which should include the following:
1. Suitability statement that expresses commitment to availability for the entire period of the assignment.
2. Cover letter of no more than one page – attached separately.
3. CVs of trainer/trainers, totaling no more than 5 pages – attached separately.
4. Contact details of at least two referees.
5. Preliminary proposed Outcome Harvesting training outline and content.
6. An indicative activity budget of including all expected costs but broken down to demonstrate ‘what each activity cost’ For example, costs per day per trainer if more than one
