Overview
The five-year (2020-2025) USAID Local Impact Governance Project (Local Impact) is helping Zambia build up a sub-national system of governance for devolved service delivery more responsive to citizen needs. The program is engaging national and sub-national authorities to expand the capabilities of partner provinces and districts to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and domestic revenue generation.
The activity is specifically working toward three objectives:
• Objective 1: Citizens improve their collective skills to effectively assess service-delivery needs and performance and constructively engage with government.
• Objective 2: The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes.
• Objective 3: The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia.
Local Impact is initially working in eighteen districts in Central and Muchinga Provinces to expand the capacity of district authorities to perform core functions, including strengthening the delivery of essential services, deepening citizen and private sector involvement in development planning and monitoring, improving public administration and public financial management, and increasing locally generated revenues. The Project is recruiting for the Consultant who will carry out the following.
Position Summary
Position: Own Source Revenue Specialist

Base of Operations: Remote and in Lusaka, Zambia

2. Role’s Purpose
Under Objective 2, Local Impact will strengthen local authorities’ ability to generate own-source revenues (OSR) and transparently manage fiscal resources by supporting strategies for maximizing OSR, enhancing the capacity of local authorities in revenue generation and management, and reviewing/harmonizing the tax/non-tax legislative regimes. To identify possible OSR activities, Local Impact conducted an OSR Assessment and Benchmarking Study during the project’s Inception Phase, with the support of an international OSR expert.
Following up on the OSR Assessment and Benchmarking Study, the projected developed an implementation plan that briefly describes and priorities Local Impact’s OSR priorities. The next step is to work with the Subnational Capacity Building Advisor and Senior PFM Specialist to develop (or update existing) OSR activity concept notes (CNs) with budgets, and related tools as required by these activities.
The activities described in these Concept Notes (CNs) should be informed by the OSR Assessment and Benchmarking Study, the OSR Implementation Plan, the approved Year 1 and Year 2 Local Impact Annual Work Plan the Local Impact Activity Monitoring, Evaluation and Learning Plan. They should also align with recent statements by the new administration regarding the importance of OSR collection to service delivery at the district level. All of these documents will be shared with the OSR Specialist at the beginning of the assignment.
The OSR Specialist will work closely with the Subnational Capacity Building Advisor throughout the period of performance, providing guidance as needed to complete the required tasks described in the next section. The OSR Specialist will also ensure that all of the activities described in the CNs are informed by existing work already done by the GRZ and other cooperating partners, including but not limited to the World Bank and German Development Cooperation (GIZ).
Tasks
Work with the Local Impact team, specifically the Subnational Capacity Building Advisor, to:
• Develop two new activity Concept Notes (CNs), focusing on revenue forecasting and developing a detailed IEC strategy for local authorities. CNs must include detailed descriptions of targeted activities, including timelines, rationale, descriptions of tools required, target audience, and other details to support rapid rollout of the activities
• Work with the Subnational Capacity Building Advisor to finalize a CN focusing on developing a detailed IT support for local authorities.
• Work with the Subnational Capacity Building Advisor to finalize a CN focusing on developing and piloting a tax/non-taxpayer compliance program for local authorities
• Identify and revise existing, or develop new, tools for activities described in the CNs.
• Establish realistic timelines for each activity
• Review and provide comments on activity deliverables once complete, supporting the full life cycle of activity implementation.
• Mentor and coach Senior PFM Specialist to develop and implement OSR activities
Deliverables
• Full drafts of budgeted activity Concept Notes focusing on revenue forecasting, the development of an IEC strategy, the development of an IT strategy and the development and piloting a tax/non-taxpayer compliance program (four documents).
• Clear, concise, and user-friendly tools required to implement activities described in the CNs.
• Detailed comments on activity deliverables developed by Local Impact and local authorities
Minimum Education Qualifications, Experience and Competencies
• A minimum of a post-graduate University degree in Public Financial Planning & Budgeting, Revenue Management and Budget allocation, Tax Specialization, Public or Private Procurement, and Internal and external audit at the central or local government levels, business administration or with a Professional Accountancy qualification e.g., Full ACCA, ZICA, FCA, other professional experience in the finance/accounting field in the public or private sector.
• 10 years of experience with substantial experience in own source revenue generation (tax and non-tax) and administration, and broader public financial management at the sub-national level, preferably in Africa.
• Team player, backed by effective time management, professionalism, managing others and partners, creativity and vision, and strong communication skills.
• Previous experience working on similar projects in countries similar to Zambia.
• Demonstrated ability to develop comprehensive handbooks and training manuals.
• Strong written and oral English skills.
