JOB DETAILS:
The Government of the Republic of Zambia has received funds from the World Bank to implement the Transforming Landscapes for Resilience and Development. TRALARD project in the Luapula, Muchinga and Northern Provinces. The project will cover a number of thematic areas including biodiversity, forest, and watershed, among others to support the Northern Region in the country by integrating livelihood improvement with natural resource sustainability. The project development objective is to improve natural resource management in select districts to support sustainable livelihoods, and in the event of an eligible crisis or emergency, to provide immediate and effective response to the eligible crisis or emergency. The interventions will operationalise landscape approaches to contribute to the national forest landscapes restoration requirements as well as enhance resilience and development in the Northern region.
The Ministry of National Development Planning wishes to engage the services of the following (i) Operations Support Officer (3 Positions),(i) Office Assistant (3 positions) (iii) Driver cum Messenger (6 positions) who will be based in Mansa, kasama and Chinsali at the TRALARD PIU offices respectively.
1. PIU Operations Support Officer - (01- Chinsali)
KEY OBJECTIVE OF THE POSITION
To assist in the organization of work, schedules, programs, activities of the Project. He/she will report directly to the Provincial Project Operations Officer. The position will be based in Mansa, Kasama or Chinsali, but will involve frequent travel to participating districts within that given province.. .
Job Responsibilities:
The Operations Support Officer will help manage the relevant administrative duties, specifically he/she will perform the following duties:
1. Provide effective quality service, identify, analyse and resolve problems with team and clients
as well as stakeholders
2. Assist in the review of sub-project proposals submitted to the PIU by the Districts and Service
Providers and in preparing summary reports,
3. Data entry into appropriate information systems;
4. Undertake monitoring and evaluation activities to participating districts to support the M&E activities of the Project;
5. Distribute and provide instructions for completion of applications and other forms; reviews forms for proper completion;
6. Prepare and process bills, invoices, receipts, statements, cheques, and other financial documents;
7. Checking documents, letters, memos, forms, applications, or other materials for accuracy,completeness, grammar, and format:
8. Collect, sort, batch, alphabetize, code, and/or place in numerical order various documents for filing, storage, or processing;
9. Receive and respond to inquiries by providing directions, instructions, promotional material, or other general information or referring such inquiries to the appropriate persons;
10. Schedule appointments, maintain conference room availability, and reserve and assign motor vehicles and other equipment to staff;
11. Answers general travel inquiries and give directions and travel information to Missions under the project;
12. Keep logs and records of telephone calls, clients or visitors served;
13. Handle and process mail including performing typing duties incidental to the work: 14. Undertake any other duties as may be assigned by the Supervisor.

Job Qualifications:
a. Degree in Business Administration, Urban and Regional Planning, Project Management, Human Resource Management Development Economics, or any other related discipline:
b. Five (05) years' experience in a similar assignment and at least three (03) years for donor funded projects;
c. Excellent organisation skills;
d. Excellent computer skills which should include database management;
e. Ability to work independently pay careful attention to detail and manage multiple tasks in a fast-paced environment; f. Excellent inter-communication and interpersonal skills;
g. Fluency in English; and h. Knowledge of the multi-lateral bank operations will be an added advantage.
