Terms of reference for a pre-feasibility study for Choma Conservation Block
1. Introduction
The Wildlife Producers Association of Zambia (WPAZ) is a membership based association that has been in existence since 1988. WPAZ’s goal is to foster the growth of the private wildlife estate and especially its national contribution to food production and security, job creation and community development, wildlife and wildlife habitat conservation, and private sector development.
WPAZ has 3 main aims to help achieve this goal:
• to grow the wildlife industry in Zambia by stimulating the interest of non-members, especially indigenous Zambians, Zambian companies or communities, to become wildlife producers and members of WPAZ;
• to provide a platform to distribute information and advice to members and non-members in the private management, production, care and trade of wildlife, providing information on the policies, regulations, compliance requirements, procedures and practices of the Government, its agencies and authorities, so that the Association can lobby for its members’ interests appropriately.
• to represent members and defend their interests on policy issues concerning private and community-based wildlife estates through communication and dialogue with regulators.
2. Assignment background
The current community conservation model has delivered limited gains due to a number of reasons and this project aims to turn the prevailing methods and means on their head. By doing what is seldom done, this project seeks to ensure that a commercial lens is applied from inception of project creation, while ensuring development gains can be achieved and sustained through this model. Community incentives to participate in conservation have been hampered by the following reasons; prescribed solutions, short time frames for pilots, limited incentives for people, as well as limited opportunity for sustainable utilization and poor capacity at community level.
It is against this background that WPAZ intends to create an enabling environment for meaningful economic and social involvement of communities in the business of conservation and tourism in Choma. The project seeks to identify reasons for limited sustainable natural resources management at community level. The pre-feasibility study aims to execute the ground work and lay a foundation while simultaneously creating a fit for purpose, co-designed, investable business model for a community-private conservation partnership.
With a clear target project area which is Choma in southern Zambia, the assignment aims to jointly map with stakeholders the size in hectares but an estimate is approximately 30,000 hectares of land could be impacted by a successful intervention. The stakeholder engagement will take into account other actors in the landscape such as commercial farmers, game ranchers and government in-order to create a holistic vision and framework. The final product will be a project proposal packaged for both grant and impact investment funding. .
3. Objectives of the pre-feasibility study
The aims of the of the pre-feasibility study are three-fold. The first is to meaningfully engage with relevant stakeholders regarding main threats and issues affecting sustainable natural resource use in the designated project area. The second is to engage in needs based capacity building for local communities, and, the third and final one is to generate a project proposal for a stakeholder approved project for the area.
i. Stakeholder Engagement – the prefeasibility study aims to engage all relevant stakeholders within the project area. Specifically the study will:
a. Identify and map all stakeholders in the project area
b. Create a stakeholder engagement plan
c. Engage stakeholders in order to understand underlying threats and existing opportunities to address threats in a sustainable natural resource use
d. Execute a capacity needs assessment
ii. Community Capacity Building
a. Based upon capacity needs assessment during stakeholder engagement, a capacity building plan will be created
b. Capacity building themes shall be decided upon and executed
iii. Project Proposal – finalize a project proposal that includes stakeholder input and community visioning
a. A proposal that includes different development scenarios
b. Business modelling and feasibility of different options
It is envisioned that these objectives will be met through a consultancy that will be executed in collaboration with WPAZ staff members, with approval from the Executive Committee

4. Essential skills and competencies
WPAZ seeks the following skills and competencies in the consultant/s:
• Advanced qualifications (minimum Masters) and experience in natural resources management, resource economics, environmental science, wildlife economy, and, community based natural resource management.
• Extensive conceptual and practical knowledge in stakeholder engagement, capacity building, land tenure and collective action is necessary.
• Broad experience beyond the traditional conservation sector, with engagement in private sector, conservation partnerships, PPPs and community models required.
• Business planning and modelling for project success is desired.
• Successful business development and, project proposal writing are essential.
• Knowledge of impact investment concepts and application in conservation is an added advantage.
• Ability to track progress, be adaptive and open to WPAZ’s requirements as is necessary.

5. Assignment Duration and Reporting Requirements
The assignment will span 5 months, with approximately 30 consultant days spread across this period (subject to revision depending on workload, and final agreed workplan).
Reporting requirements for this consulting assignment will be agreed between WPAZ and the successful candidate. Key milestones against a prescribed timeline will be executed.
6. Payment Schedule
The payment schedule will be based upon set workplan deliverables and milestones spaced along the project lifecycle. A payment schedule will be agreed upon between WPAZ and the selected candidate/s.
7. Assignment Geography
The assignment will require some travel to the project area and this should be taken into account with the bid. Any meetings with stakeholders will be done under strict Ministry of Health COVID-19 guidelines, the selected consultant will have to bear this in mind and plan accordingly.
8. Application Procedure

• A technical proposal with brief description of why the consultant/s consider themselves the most suitable for the assignment, and a clear methodology on how they will approach the assignment.
• The technical proposal should also contain the CV of the lead consultant and any other team members.
• A financial proposal that indicates an all-inclusive contract price, supported by breakdown of costs.
• A recommendation letter from previous assignments.
