JOB DETAILS:
The United States of America, acting through the Millennium Challenge Corporation (MCC) and The Republic of Zambia acting through its Government (The “Government”) entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Zambia on 10th May, 2012 (The “Compact”) in the amount of Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred and Forty United States Dollars (USS 354,757,640) (“MCC Funding. The Millennium Challenge Account Zambia Limited (“MCA-Zambia”) was designated as the accountable entity for purposes of implementation of the Lusaka Water Supply Sanitation and Drainage Project. The Compact expired on 15th November 2018 (“Compact End Date”). The Government, in accordance with its obligations under the Compact, designated Millennium Project Completion Agency Zambia Limited (MPCA Zambia), a subsidiary of MCA-Zambia, as an additional accountable entity for purposes of implementation of any activities that would be incomplete by the Compact End Date, such activities to be funded by the Government (“Government Funding”) and together with MCC Funding”, “Compact Funding” In December 2021, the Millennium Challenge Corporation (MCC) selected Zambia as eligible to develop a second Millennium Challenge Compact (the Compact”), five-year grant programme. Based on this eligibility, in February 2022, the Government of the Republic of Zambia (GRZ) designated MPCA-Zambia as the entity to spearhead the development of Compact II and related activities, working closely with MCC and all other stakeholders. The activities include conducting diagnosis of the constraints to economic growth and poverty reduction, prepare concept notes, develop proposals and plan for project implementation MPCA-Zambia now invites suitably qualified individuals to apply for the following positions;
PRIVATE SECTOR SPECIALIST
Reports to: National Coordinator

JOB PURPOSE
To lead the effort in engaging the business and investment community in Zambia to help identify what largely constrains their businesses and investment opportunities and the root causes of those constraints projects needed to alleviate those root causes, and blended finance tools they might need to invest in and around these projects

KEY RESPONSIBILITIES
• Contributes to the development of plans for public consultations and stakeholder engagement and lead the organization, management and implementation of outreach to private businesses and investors to ensure that their views are captured and taken into full account during the compact development and project design process.
• Holds ongoing consultations with private businesses and investors, academics, and relevant government officials and civil society representatives throughout the compact development process.
• Gathers, organizes and assesses all relevant data and information relating to private business activity, sectoral performance and economic competitiveness, working in close collaboration with the Finance, Investment and Trade (FIT) team on the Financial Sector Analysis and Productive Sector Analysis and with other members of the Compact Development Team in the development of the Constraints to Economic Growth Analysis;
• Assesses the country’s overall economic competitiveness and identify high potential growth sectors and industries in Zambia and impediments to private investment and the expansion of private business opportunities in these sectors and industries
• Contributes to the analysis of underlying issues and root causes of any binding constraints to economic growth, working in close collaboration with other members of the Compact Development Team to ensure that the concerns and issues of private businesses and private investors are fully understood, captured and taken into account
• Works closely with the Gender and Social Inclusion Specialist to ensure that the concerns and needs of traditionally disadvantaged groups – particularly, for example, women and youth-owned businesses, especially the formal and informal barriers they face in accessing finance and other non-financial services – are considered and integrated into the overall assessment of opportunities. Also helps identify gender/social based economic opportunities as well risks while prioritizing High Potential Growth Industries (HPGI) in Productive Sector Analysis.
• Develops and maintains an extensive network of male and female business contacts to keep a pulse on private sector concerns, constraints, and trends as well as to continually update businesses on the compact development process and explore opportunities for partnership with the private sector in and around the compact program.
• Contributes to the identification and development of initial concepts and project proposals, working in close collaboration with other members of the Compact Development Team to ensure that opportunities to alleviate impediments to private investment and expand private business activities are taken into account.
• Contributes to the development of a detailed program logic for the proposed projects and for the overall compact program, working in close collaboration with other members of the Compact Development Team, including identifying monitoring and evaluation indicators
• Reviews and assesses initial concepts and project proposals to identify additional opportunities to expand private investment and private business activity in Zambia (c.g., by improving regulations, policies and institutional capacity or otherwise enhancing the general business climate; developing public private partnerships and/or leverage facilities to finance and manage needed infrastructure public services or private investment opportunities, enhancing incentives for private investment (e.g.. credit enhancements).
• Performs any other relevant duties that may be assigned by the Supervisor.

REQUIRED QUALIFICATIONS AND EXPERIENCE
• Grade 12 School Certificate with a minimum of five (5) ‘O’levels (credit or better)
• Bachelor’s Degree in Economics, Business, Finance, Law or a field related to business development and/or investment and/or equivalent experience in the private sector) in Zambia and/or the region an advanced degree is a plus).
• Seven (7) or more years of prior work experience for a private sector business operation of both large, medium, small and micro enterprises, bank/finance institution, trade or investment promotions agency, international donor organization, and/or similar institutions, including the promotion or representation of private investment or private business concems and/or mobilizing private investment
• Experience leveraging private capital in and/or around public investments (eg.. via public-private partnerships, leverage facilities, credit enhancements, regulatory and institutional reform) is a plus.
• Demonstrated ability to collect, organize, analyze, and present quantitative and qualitative data and information in making assessments and reaching conclusions,
• English proficiency and strong organizational and communication skills.
• Experience in building partnerships between the public and private sectors, especially to mobilize private investment is a plus.
• Willingness to undertake regular field visits with different public and private stakeholders,
• Computer skills in word processing, spreadsheet, Internet, and familiarity with Management Information Systems
