Access to Finance Rwanda (AFR) seeks to recruit a qualified and competent individual to fill the position of Procurement Specialist. AFR is a Rwandan Not for Profit Organisation, established in March 2010 by the governments of Rwanda and the United Kingdom (UK) and works with various Development Partners that include the UK Department for International Development (DFID), MasterCard Foundation, Sweden and USAID. Guided by the Making Markets Work for the Poor (M4P) approach, AFR‘s strategic focus is to stimulate financial sector development and address constraints that prevent the financial market from reaching Rwanda's low-income population
The Position
Access to Finance Rwanda is seeking to recruit a full-time Procurement Specialist to manage its procurement requirements of the program, in close collaboration with the program staff and partners as appropriate. The procurement specialist will be responsible for the overall management of the procurement requirements of the program from planning, preparation to implementation in accordance with AFR Procurement policies and procedures.
Under the overall guidance and direct supervision of the Head of Finance and Administration, the Procurement Specialist is responsible for fulfilling the procurement requirements of AFR, ensuring effective delivery of procurement services in order to obtain the best value for money and adhering to AFR‘s policies and Procedures and the highest of AFR ethical standards. The Procurement Specialist will manage the project procurement, will work closely with the program staff and Finance team members. He/she will also be coordinating with the team members on the implementation of the project's procurement and is expected to support the establishment of value adding, client-oriented procurement support services to AFR clients and partners. She/he is expected to provide solutions to a wide spectrum of complex issues related to procurement. The Procurement Specialist promotes a collaborative, client-focused, quality and results-oriented approach for the program.

Procurement System Development
- Lead the AFR team in developing and implementing policies, procedures, and systems that will reflect best practice in procurement management
- Review procurement policies and processes and ensure continuous improvements in line with best practice
- Drive quality in supplier management by supporting due diligence of procurement systems and ensuring that adequate safeguards are in place along the entire delivery chain
- Work with the procurement committee to develop and apply objective criteria for supplier & partner selection
- Provide capacity building training, support and advice to AFR‘s staff so that they can engage effectively with the procurement process
Procurement Planning
- Support Project Management Teams & Heads of Department in comprehensive resource & procurement planning for AFR
- Liaise with department and pillar heads to understand their procurement requirements; pulling all together into a master procurement plan
- Ensure that supporting documentation and logistical assistance for proposal submission is provided
- Proactively build relationships with stakeholders whose goodwill is important for AFR‘s success (especially relevant government departments)
- Review requisitions to ensure that they comply with the plan; drawing the attention of senior management to any non-compliance
- Liaise with the Office Manager to ensure office supplies are replenished when necessary and that good practice in stores management is being upheld
Procurement Management
- Manage the identification, evaluation and contracting of suppliers (consultants, travel agents, hotels, transport, cleaners) in accordance with AFR's procurement policies and procedures
- Collaborate with key persons (e.g. Programs team, Funders, prospective bidders etc) to ensure clarity of the Tender documents (e.g. Terms of references/Requests for proposals (RFP Tender documents), Requests for quotations (RFQs) etc) and expectations of AFR
- Manage the market engagement process for suppliers of goods and services, engaging with prospective suppliers to gauge market interest and to improve quality of tender documents, and using appropriate media to circulate invitations to bid/calls for proposals
- Coordinate the receipt of bids and facilitate the evaluation of bids, communication and contracting to the best-evaluated bidders
- Liaise with the procurement committee to manage required vendor contracting; ensuring that contracts and purchase orders are drawn up and signed in a timely manner
- Act as the primary contact with suppliers; at all times behaving in a manner that will build trusting and mutually supportive relationships between AFR and their suppliers
Implementing Partner Support & Contracting
- Work with Pillar Heads and the Senior Project Manager to support initial identification, capacity assessment and contracting of Implementing Partners
- Work with the Director of Programs to develop or adapt the partner capacity assessment tool; ensuring that it assesses up to date good practice in procurement and the systems necessary to comply with their contract with AFR
- Work together with Pillar Heads and the Grants Officer to draft, finalize, circulate and store Implementing Partner MOUs and Contracts according to AFR’s standards and procedures
- According to each project plan, build the capacity of implementing partners to manage their own procurement according to good practice: giving feedback on current documentation/systems and supporting the development of enhanced versions; developing and delivering training; providing support and advice; procuring supplies and services on behalf of partners
Value for Money assessments
- Assess and monitors the total cost and quality of AFR’s purchases of goods and services and ensuring the best prices are obtained without compromising on quality
- Liaise with the Senior Project Manager to assess the performance of AFR's consultants against contract milestones and advise programme officers how to maximize VfM through effective supplier management
- Strengthen, monitor and review commercial capabilities across the organization.
- Ensure that suppliers are performing to expectations as defined on the local purchase orders for standard goods and services
- And other duties as requested by the Head of Finance and Administration.
Educational Qualifications:
The ideal candidate should have the following:
- Bachelor’s degree in supply chain management, logistics or business administration or any other related field
- A Professional Certificate in Procurement (CIPS or equivalent) is an added advantage
Experience and Knowledge:
- 3-6 years post graduate experience as a procurement manager, or Head of procurement
- Experience in contract negotiations
- Ability to Analyse data and think strategically
- Proven ability to successfully work as a team member and to build and maintain a positive work environment across the organization
- Demonstrated experience in managing logistics and procurements
- Ability to work under minimal supervision
- Strong Planning and Organisation skills with the ability to think on their feet
- Ability to work with others and a variety of stakeholders
- Ability to develop and manage relationships
- Ability to deliver on client expectation and to deliver on time
- Experience working with organizations funded by Development Partners such as DFID and USAID will be an added advantage.
