Access to Finance Rwanda (AFR) seeks to recruit a qualified and competent individual to fill the position of Procurement & Project Support Management Specialist.
AFR is a Rwandan Not for Profit Organisation, established in March 2010 by the governments of Rwanda and the United Kingdom (UK) and works with various Development Partners that include the UK Department for International Development (DFID), MasterCard Foundation, Sweden and USAID. The Position
AFR seeks to hire a highly qualified, dedicated and experienced national for the position of Procurement and Project Support Management Specialist. This position will be based at Kigali, and reporting to the Head of Finance and Administration.
The purpose of the position is to drive excellence in procurement systems, processes, and capabilities as well as programme management.
On programme management excellence the post holder will review and improve key processes, while building programme delivery capability across the office, motivating all staff to recognize the importance of high-quality programme management. The post holder will also provide coordination and quality assurance of high-quality oversight and management of critical complex cross-portfolio processes, such as financial and procurement management, risk management, monitoring, and learning. The post holder will effectively support continued professional development on programme management including support and guidance for staff to effectively utilize AFR’s new Enterprise Resource Planning system (ERP).
On procurement excellence, the post holder will review and improve current systems, processes, and capabilities throughout the project cycle in line with the best international standards. The post holder will also advise and take forward AFR’s evolving funding and engagement modalities to Maximize Value for Money (VFM)..
Responsibilities
• Systems Development - Lead the AFR team in developing and implementing policies, procedures, and systems that will reflect best practice in Procurement Management and Enterprise Resource Planning
• Resource & Procurement Planning - Support Senior Management & Project Management Teams with comprehensive resource & procurement planning for AFR
• Procurement Management - Advice the best route to the market and manage the identification, evaluation and contracting of suppliers (consultants, travel agents, hotels, transport, outsourced services) in accordance with AFR’s procurement policies and procedures
• Implementing Partner Selection & Contracting - Work with Pillar Heads to support initial identification, capacity assessment and contracting of Implementing Partners
• Project Implementation & Resource Management - Support the Program team with end-to-end project management; ensuring that the goals of each project are efficiently achieved and seeking to reduce the project management workload on Pillar Heads
• MERL - Participate in Monitoring, Evaluation and Learning activities; aiming to enhance our impact and effectiveness
And other duties as requested by the Supervisor.
Educational Qualifications:
The ideal candidate should have the following:
• Bachelor’s degree in supply chain management, logistics or business administration or any other related field
• PRINCE 2 or PMP Qualification is an added advantage
Experience and Knowledge:
• Minimum of 5 years post graduate experience as a procurement manager, or head of procurement
• Demonstrated experience driving programme management excellence across an organization
• Previous experience to expert level using an Enterprise Resource Planning System (ERP)
• Working in Donor Funded Projects is an added advantage
• Experience in contract negotiations
• Demonstrated experience in managing logistics and procurement
