About the Project
• Oxfam GB intends to bid for the commercial tender ‘Design, Delivery and Management of Scottish Government’s International Development Equalities Programme, Woman and Girls Fund (W&GF) funded by the Scottish Government International Development (IT) department. This Fund will target Malawi, Zambia and Rwanda. We are now seeking expressions of interest for long term experts in fields related to gender equality and gender justice, advancement of the rights of women and girls, advocacy, core strengthening of women’s right organisations and movements for the position of the Women and Girls Rights Fund Manager. • Length: 4 years (with initial offer of two year contract)
• Project Location: The position will be based in one of the following countries: Malawi, Zambia
• Indicative duty stations: Lusaka, Lilongwe

Job Description
• The Women’s Rights Fund Program Manager will be accountable for the delivery of the project’s technical outputs and results and meeting all standards to the satisfaction of Oxfam GB and the donor. They will be responsible for providing overall strategic and policy guidance, assessing project progress against targeted results, financial management, leading and supervising the project delivery team (both technically and managerially), management and oversight of MEAL systems and processes, and planning and designating project resources. The postholder will be responsible for coordinating internally and externally, managing relationships with donors and other high-level stakeholders at country level, supporting and working collaboratively with local partners and keeping all relevant stakeholders informed and engaged throughout the project period. They will participate in relevant internal meetings as a member of the Oxfam GB technical team. The Program Manager must ensure minimum standards around do no harm, safe programming and conflict sensitivity are upheld.
The purpose of this position is to lead the delivery of the W&GF taking a participatory approach to develop and deliver interventions that tackle inequalities experienced by women and girls and/or support organisations that advocate for their rights.

Minimum requirements:
• Master’s degree in gender studies, development studies, sociology, social or political science, or another relevant field or equivalent
• Full fluency in English. Fluency/strong working knowledge in an additional relevant national or regional language is highly desirable.
• 10 years professional experience in the development, humanitarian or peace and conflict sector, preferably with L/NNGOs, INGOs or UN (inclusive of women’s rights and worker rights organisations)
• 5 years of experience in project management, implementation, and design, including budget and line management, in programmes related to gender justice, including prior experience as a Team Leader.
• Demonstrated experience working with key institutional donors including FCDO, Scottish Government, EU, UN, World Bank, AfDB and ADB
• Strong experience in managing programmes in situations of protracted crisis
• Strong experience in fund management
• Strong understanding of international development issues, familiarity with the rights-based approach and a commitment to a gender and feminist approach
• At least 5 years professional experience in Malawi, Zambia and/or Rwanda

Specific professional experience:
• Able to work with a high level of autonomy and flexibility, drawing on previous practice and policies, whilst creating new and innovative solutions
• Experience working and maintaining relationships with a range of actors on gender equality, including public, private and non-governmental organisations, including at grassroots level
• Solid understanding of women and girls’ rights and gender equality issues
• Ability to think conceptually, analytically and strategically and to analyse development context and driving factors, in particular in relation to policy and practice in gender work
• Strong skills in adaptive management, agility, and context-responsive programming
• Ability to draft clear and concise technical reports
• Knowledge and experience of project cycle management
• Experience with coalition building in countries where Oxfam work
