The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The upcoming phase of the Programme “Strengthening Good Financial Governance in Zambia (GFG)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union (EU), and the United States Agency for International Development (USAID). Its objective is to strengthen financial governance in Zambia in terms of transparency, accountability, citizen-orientation and efficiency.
The Team Leader is responsible for the overall operational coordination of the assigned outputs and work areas in very close cooperation with external stakeholders such as partners and donors as well as internal stakeholders like the Programme Director, the Team Leader Domestic Resource Mobilisation, the Finance and Admin Manager and the Technical Advisors or the Country Office and Headquarters. He / she will independently manage the outputs in accordance with the project goals and activities agreed with the partner, team agreements and/or agreements with the superior and is responsible for the technical management of experts in the outputs.
He/she will be contributing to achieving Outcome 5 and 6 of the Description of the Action and the relevant indicators at output level, as well as implementing the governance architecture of the GFG Programme.
In this context, GIZ is seeking a suitable candidate to fill the following position:
Programme Component Manager – (Lusaka based)

Main tasks and responsibilities:
• Lead the conceptual design of 2 outputs, “fiscal decentralisation” and “organisational development” as well as contributing to the general development and steering of the program.
• Cooperate with the Intergovernmental Fiscal Relations Unit at MoFNP in designing and implementing the Intergovernmental Fiscal Architecture (Output 5).
• Advise HR related functions at Cabinet Office and PFM actors on strategy development for PFM-related civil service professionalization (Output 6).
• As the operational interface with senior management in partner institutions in his/her area of responsibility, he/she is also responsible for networking and establishment of good working relationships with the management personnel in partner institutions, international development organizations or other parties of interest.
• Responsible for the operational and technical planning of the implementation of activities in close cooperation with the technical advisors. He/she oversees the actual implementation of activities and manages the intervention to achieve results according to the log frame / results matrix in close consultation with counterparts to ensure that the services provided are aligned with the partner’s needs. He/she identifies bottlenecks in project implementation and recommends alternative management options to the Programme Director (PD).
• Responsible for developing and implementing the governance architecture for the pro-gramme, including high-quality reporting to the commissioning parties, based on a fit-for-purpose Monitoring & Evaluation system. In these areas of responsibility, he/she represents the GFG Programme in its function as Secretariat for the Coordinating Partners – PFM Group.
• As part of the Management Team together with PD, Team Lead DRM, and Finance & Admin., participates in the strategic and managerial steering of the GFG Programme and supports the PD in overall programme management tasks
• Disciplinary leadership for 6 national and international technical advisors, as well as planning and implementation of other modes of delivery (financing agreements, coordination of external consultancies for technical assistance to partners in close cooperation with the technical advisors). He/she manages and monitors the budget allocated to the Outputs in consultation with the PD.
• Responsible for networking within GIZ in order to attain support for implementation in his/her areas of responsibility.
• The Component manager also performs other duties and tasks at the request of the PD.
Required qualifications, competences, and experience
Qualifications
Formal Education and Previous Experience
• Master’s degree or higher in Economics, Public Administration, Political Sciences or similar
• At least 6 years of practical experience in public finance / civil service reform / fiscal decentralization / organizational reform / institutional strengthening in the public sector
• Long standing expertise in development, both internationally as well as regionally (Southern Africa) including donor harmonization processes
• Ideally management and leadership experience, combined with political sensitivity, strategic advisory capabilities, excellent networking skills, and resilience.
• Excellent oral and written expression, both in German and English
• Ideally, knowledge of GIZ Capacity Development and Project Management Approach
Other knowledge and additional competences:
• Must possess excellent research, communication and presentation skills as well as a creative and solution-focused personality
• Excellent working knowledge of Microsoft Word, Outlook, Excel, and PowerPoint
• Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team
