Job Title: Programme Officer for Agriculture, Former Refugee & Donor coordination
1. Background
The Japan International Cooperation Agency (JICA), the implementing agency of the Japanese Official Development Assistance (ODA), has been actively supporting the Government of the Republic of Zambia since the 1980s with a wide range of its focus areas of cooperation, including rural development, fisheries, livestock and irrigation as agriculture sector. JICA has been assisting the Zambian Government to secure improving food security and nutrition, and increasing employment opportunities and income under Second National Agricultural (2016-2020) thorough several projects. Especially currently, JICA is focusing on Market Oriented Agriculture and is implementing Market-Oriented Rice Development Project (MOReDeP) (2019-2025) and Expansion of Community-based Smallholder Irrigation Development Project (E-COBSI) which has introduce market oriented extension approach, SHEP approach.
In addition, JICA is assisting Local Integration for former refugees in Mayukwayukwa and Meheba by Department of Resettlement under Vice-President Office. The main support is for donor coordination and improving livelihood.
JICA Zambia Office is therefore, recruiting for the position of Programme Officer for Agriculture and International Aid Coordination. The Programme Officer is required to handle JICA activities related to Agriculture and International Aid Coordination in close consultation with Representatives of JICA Zambia Office. .
2. Scope of work
(1) To support the management and implementation of the JICA Projects (ODA loan, grant aid and technical cooperation) and programmes, including procurement, disbursement, monitoring, evaluation and follow-up.
(2) To support project formulation (needs survey and project finding) build and nurture wide and deep network with stakeholders.
(3) To participate in relevant meetings, workshops, and conferences of the Agriculture, Former Refugee & Donor coordination , held by JICA, the Government of Zambia or other Cooperating Partners (CPs) and NGOs, to compile brief summary reports of meetings with analysis on presentations and discussions, and to share documents distributed at these meetings.
(4) To collect and analyze related information of the Agriculture, Former Refugee & Donor coordination such as law, policies & programmes of the Government, programmes of CPs, status and challenge of the sectors.
(5) To support survey or evaluation teams from Japan and other countries, including necessary arrangements of appointments with the Ministries and CPs, any other logistical issues etc. (6) To support public relations activities.
(7) Any other duties as may be required by JICA Zambia Office.
3. Expected outcome
(1) Work plans and reports on the activities conducted
(2) Written minutes or summary reports of meetings attended
(3) Develop good network with stakeholders
(4) Compile reports on related information, including facts and findings in Agriculture, Former Refugee and Donor coordination (through literature review, interviews etc.) and conduct analysis.

4. Qualifications
(1) Bachelor of Art degree in Development Studies, Economics, or related Faculty/Field. Master’s degree would be an added advantage.
(2) Experience in Project Management and Logistic Coordination in similar companies and / or organizations of at least 3 years in the field of Agriculture Sector or Rural Development.
(3) Experience in other CPs would be an added advantage
(4) Experience in developing and maintaining relationship with various stakeholders such as the government and CPs
(5) Good computer skills including a solid command of MS word, excel, power point and e-mail / internet
(6) Good interpersonal and communication skills and ready to work in a multicultural environment
(7) Ability to write a report succinct and to the point
